“중동 전쟁 쇼크 직격탄”… 강원도, 100억 긴급 투입·비상경제 총력 가동

강원특별자치도가 중동 전쟁 장기화에 따른 국제유가 상승과 에너지 공급 불안에 대응하기 위해 비상경제 대응체계를 전면 가동했다.

Gangwon State has activated a full-scale emergency economic response system to counter rising oil prices and energy supply instability caused by the prolonged conflict in the Middle East.

도는 기존 ‘비상경제 TF’를 도지사가 본부장을 맡는 ‘비상경제 대책본부’로 격상하고, 민생·기업·에너지 분야를 중심으로 한 종합 대응에 나섰다.

The province has upgraded its Emergency Economic Task Force into a full-fledged Emergency Economic Response Headquarters led by the governor, launching a comprehensive strategy focused on livelihoods, businesses, and energy.

■ “상황 관리 넘어 비상 대응 체계로 전환”

이번 조치는 단순한 상황 관리 차원을 넘어선 비상 대응 체계로의 전환을 의미하며, 실국 단위 총력 대응 체계를 구축하는 데 초점이 맞춰졌다.

This move marks a transition from basic situation monitoring to a full emergency response system, emphasizing a coordinated, government-wide effort across departments.

기존 5개 과 중심의 TF 체계에서 벗어나 경제, 산업, 농업, 건설, 관광 등 8개 분야에 걸쳐 9개 실국이 참여하는 전방위 대응 체계가 본격 가동된다.

Moving beyond the previous task force structure involving five divisions, a comprehensive response system is now in place, engaging nine departments across eight sectors including economy, industry, agriculture, construction, and tourism.

■ 3대 전략·6대 분야 집중 대응

도는 ‘선제적 대응’, ‘민생 최우선’, ‘속도 중심’을 기조로 ▲물가 및 민생 안정 ▲기업 및 소상공인 피해 최소화 ▲에너지 수급 리스크 관리 등 3대 전략을 중심으로 대응한다.

Under the principles of proactive action, prioritizing livelihoods, and speed, the province is implementing three core strategies: stabilizing prices and livelihoods, minimizing damage to businesses and small merchants, and managing energy supply risks.

이에 따라 ▲민생경제 안정 ▲긴급 금융지원 확대 ▲에너지 및 생활물가 안정 ▲산업 및 고용 안정 ▲농·어업 경영 안정 ▲공공부문 선도 대응 등 6대 분야에 대한 대책이 추진된다.

Accordingly, measures are being implemented across six key sectors: livelihood economy stabilization, expanded emergency financial support, energy and price stability, industrial and employment stabilization, agricultural and fisheries support, and proactive public sector response.

■ 100억 긴급자금 투입… 기업 유동성 지원

■ 10 Billion KRW Emergency Fund to Support Business Liquidity

특히 도는 수출기업과 원자재·물류 피해 기업의 유동성 부담 완화를 위해 100억 원 규모의 중소기업 육성자금을 선제적으로 투입하고 있다.

In particular, the province has proactively deployed a 10 billion KRW fund to ease liquidity burdens on export companies and businesses affected by rising raw material and logistics costs.

이 자금은 지난 3월 11일부터 운영 중이며, 기업 피해 최소화를 위한 핵심 지원책으로 활용되고 있다.

The fund has been in operation since March 11 and serves as a key measure to minimize corporate damage.

■ 공공부문 선도… 에너지 절감·재정 조기 집행

■ Public Sector Leads with Energy Saving and Accelerated Budget Execution

공공부문에서는 차량 2부제 시행 등 에너지 절감 조치를 선도적으로 추진하며, 상반기 재정의 70%를 조기 집행해 경기 회복을 뒷받침할 계획이다.

The public sector is taking the lead by implementing energy-saving measures such as an alternate-day vehicle system, while accelerating budget execution—targeting 70% spending in the first half—to support economic recovery.

■ 4월 8일 확대간부회의 개최… 대응 점검

도는 오는 4월 8일 ‘비상경제대책 확대간부회의’를 열고 중동 상황 장기화에 따른 분야별 대응 현황을 점검하고 추가 대책을 논의할 예정이다.

An expanded executive meeting will be held on April 8 to review sector-specific responses and discuss additional countermeasures to address the prolonged Middle East situation.

#김진태 도지사는 “중동 전쟁 장기화로 경제 전반에 부담을 넘어 충격이 가중되고 있다”며 “3대 전략과 6대 분야를 중심으로 실효성 있는 대응 방안을 마련하겠다”고 밝혔다.

Governor Kim Jin-tae stated, “The prolonged conflict in the Middle East is intensifying economic pressure into real shocks,” adding, “We will develop effective countermeasures centered on the three core strategies and six key sectors.”
