“46년 산업도시 끝낸다”… 동해시, ‘머무는 도시’ 대전환 선언

동해시가 개청 46주년을 맞아 산업 중심 도시에서 ‘머무는 도시’로의 전환을 공식 선언했다.

Donghae City officially declared its transition from an industry-centered city to a “stay-oriented city” on the occasion of its 46th anniversary.

기념식은 2026년 4월 1일 오전 10시, 시청 대회의실에서 개최되며 기념식과 유공자 시상, 개청 스토리 영상 공개, 도민체전 성공 기원 퍼포먼스 등이 진행된다.

The commemorative ceremony will be held at 10 a.m. on April 1, 2026, in the City Hall auditorium, featuring awards for distinguished citizens, a historical video presentation, and a performance celebrating the success of the provincial sports festival.

1980년 묵호읍과 북평읍 통합으로 출범한 동해시는 동해항과 묵호항, 산업단지를 기반으로 성장한 대표적인 항만·제조 도시였다.

Founded in 1980 through the merger of Mukho-eup and Bukpyeong-eup, Donghae City has grown as a representative port and manufacturing city centered on Donghae Port, Mukho Port, and industrial complexes.

그러나 산업구조 변화와 인구 감소, 고령화 등 환경 변화 속에서 새로운 도시 전략이 요구되며, 시는 관광·문화·복지·에너지 산업이 결합된 복합도시로의 전환을 추진해 왔다.

Amid structural industrial shifts, population decline, and aging demographics, the city has pursued a transformation into a complex urban model integrating tourism, culture, welfare, and energy industries.

동해시는 현재 수소 저장·운송 클러스터 구축, 동해선 KTX 고속화, 5대 권역 특화관광(망상·묵호·천곡·무릉·추암), 인구정책 종합계획 등을 핵심 과제로 추진 중이다.

The city is actively promoting key initiatives including a hydrogen storage and transport cluster, KTX high-speed rail upgrades on the Donghae Line, five specialized tourism zones, and a comprehensive population policy plan.

특히 동해선 KTX 고속화와 환동해 상권 조성이 본격화될 경우, 동해시는 수도권과 영남권을 잇는 동해안 핵심 거점 도시로 도약할 것으로 기대된다.

With the acceleration of KTX upgrades and East Sea regional commercial development, Donghae is expected to emerge as a key hub connecting the Seoul metropolitan and Yeongnam regions along the East Coast.

또한 2,294억 원 규모의 인구정책 종합계획을 통해 체류형 관광과 생활인구 확대를 정주인구 증가로 연결하는 구조 구축에도 행정 역량을 집중하고 있다.

The city is also investing KRW 229.4 billion in a comprehensive population policy to convert visitor-based and lifestyle populations into long-term residents.

이번 기념식은 단순한 연례 행사를 넘어, 도시 구조 전환의 방향과 비전을 시민과 공유하는 자리로 마련됐다.

This anniversary event is designed not merely as a routine ceremony, but as a platform to share the city’s structural transformation vision with its citizens.

행사에서는 46년의 도시 역사를 8분에 담은 기획영상이 공개되며, 시민 인터뷰를 통해 변화의 과정과 의미를 전달할 예정이다.

A special video capturing 46 years of the city’s history in 8 minutes will be unveiled, along with citizen interviews reflecting on the city’s transformation.

#심규언 동해시장은 “지난 46년이 산업 기반 성장의 시간이었다면, 앞으로 10년은 시민이 머물고 정착하는 도시로 체질을 바꾸는 전환의 시기”라고 강조했다.

Mayor Shim Gyu-eon emphasized, “If the past 46 years were about industrial growth, the next decade will be a period of transformation into a city where people choose to stay and settle.”

이어 “수소산업, KTX 고속화, 체류형 관광, 인구정책을 축으로 새로운 도약을 완성하겠다”며 “변화의 주인공은 시민”이라고 밝혔다.

He added, “We will complete a new leap forward centered on hydrogen industry, high-speed rail, tourism, and population policy. The true drivers of this change are the citizens themselves.”
