강원특별자치도가 인구 감소와 고령화로 인한 지역소멸 위기에 대응하기 위해 ‘머무는 강원’ 만들기에 속도를 내고 있다.

The Gangwon State Government is accelerating efforts to build a “stay-oriented region” in response to population decline and aging, which threaten regional sustainability.

‘강원 스테-이 사업’ 4개 시군 선정

Four Municipalities Selected for the “Gangwon STA-E Project”

강원특별자치도는 2026년 「강원 스테-이(GANGWON STA-E) 사업」 공모 결과, 2개 분야에서 총 4개 시군을 최종 선정했다고 밝혔다.

Gangwon State announced that four municipalities have been selected across two categories in the 2026 “Gangwon STA-E Project” public contest.

‘강원 스테-이 사업’은 지역 내 유휴시설을 활용해 체류 공간을 조성하고, 지역 맞춤형 프로그램을 운영함으로써 외부 인구의 방문, 체류, 나아가 정착까지 유도하는 정책이다.

The “Gangwon STA-E Project” aims to transform idle local facilities into stay-oriented spaces and operate tailored programs to encourage visitors to not only stay but ultimately settle in the region.

대상 확대… 외국인부터 반려인까지 포괄

Expanding Policy Targets… From Foreigners to Pet Owners

이번 공모는 외국인, 폐광지역 주민, 청년, 반려인 등 다양한 계층을 정책 대상으로 포함시켜 체류형 정책의 외연을 확대했다는 점에서 의미가 크다.

This initiative is significant in that it broadens the scope of stay-based policies by including diverse groups such as foreign residents, former mining-area communities, youth, and pet owners.

또한 단순 방문을 넘어 정착 가능성을 고려한 체류형 정책 모델 발굴에 초점을 맞추며, 지역 맞춤형 인구 유입 전략을 구체화했다.

It also focuses on discovering policy models that go beyond short-term visits to long-term settlement, thereby concretizing region-specific population inflow strategies.

태백·양구·홍천·평창… 지역 맞춤형 모델 추진

Taebaek, Yanggu, Hongcheon, and Pyeongchang… Customized Regional Models

특별지원(SW) 분야에는 태백시와 양구군이 선정됐다.

In the Special Support (SW) category, Taebaek City and Yanggu County were selected.

태백시는 집수리 전문인력 양성을 통해 일자리 창출과 지역 정착을 연계하고, 양구군은 반려인과 함께하는 자연 체험형 캠프를 운영할 계획이다.

Taebaek plans to connect job creation with settlement by training home-repair specialists, while Yanggu will operate nature-experience camps designed for pet owners and their companions.

하우스지원(HW) 분야에는 홍천군과 평창군이 포함됐다.

In the Housing Support (HW) category, Hongcheon County and Pyeongchang County were selected.

홍천군은 외국인 주민 가족 초청형 체류 공간을 조성하고, 평창군은 청년 창업자를 위한 체류형 주거 공간을 마련할 예정이다.

Hongcheon will develop family-invitation stay facilities for foreign residents, while Pyeongchang plans to create residential stay spaces for young entrepreneurs.

체류에서 정착까지… ‘생활인구 확대 전략’ 본격화

From Stay to Settlement… Expanding the “Living Population Strategy”

강원특별자치도는 2024년부터 ‘강원 스테-이’ 사업을 통해 체류형 인구 유입 기반을 마련해 왔다.

Since 2024, Gangwon State has been building a foundation for attracting stay-based populations through the STA-E Project.

특히 청년과 지역공동체 중심의 정주 여건을 지속적으로 보완하며 정책 범위를 확대해 왔다.

In particular, the province has expanded the policy scope by continuously improving settlement conditions centered on youth and local communities.

앞으로도 체류 확대와 정착 여건 강화를 병행해 생활인구와 정주인구를 동시에 늘리는 전략을 추진할 계획이다.

Moving forward, the government plans to simultaneously expand both the “living population” and permanent residents by strengthening both stay opportunities and settlement conditions.

“사람이 머무는 지역으로”… 지속가능 성장 기반 구축

“A Region Where People Stay”… Building a Sustainable Growth Foundation

#전희선 강원특별자치도 지역소멸대응정책관은 “체류와 정착을 함께 확대해 사람이 머무는 지역 기반을 만들겠다”고 밝혔다.

Jeon Hee-seon, Director of Regional Extinction Response Policy, stated, “We will build a foundation where people choose to stay by expanding both temporary stays and long-term settlement.”

이어 “지역 맞춤형 인구 유입 전략을 통해 지역 활력을 회복하고 지속가능한 성장 기반을 마련하겠다”고 강조했다.

She added, “Through tailored population inflow strategies, we aim to revitalize local communities and establish a foundation for sustainable growth.”
