동해시, 베트남 계절근로자 14명 도입…농촌 인력난 해소 ‘본격 시동’

동해시가 농촌 고령화와 농번기 인력 부족 문제를 해소하기 위해 「2026년 상반기 외국인 계절근로자 도입 사업」을 추진한다.

Donghae City is promoting the “2026 First-Half Foreign Seasonal Worker Program” to address aging rural populations and labor shortages during peak farming seasons.

올해 상반기에는 베트남 국적 외국인 계절근로자 14명이 도입될 예정이며, 시는 현재 사증발급인정서 신청 등 관련 행정 절차를 진행하는 등 사전 준비에 만전을 기하고 있다.

 In the first half of this year, 14 seasonal workers from Vietnam are expected to be introduced. The city is currently preparing administrative procedures, including visa issuance approvals.

근로자들은 2026년 4월 입국하여 약 8개월간 농작업에 참여한 뒤 출국할 계획이다.

 The workers will enter Korea in April 2026, participate in agricultural work for approximately eight months, and then return to their home country.

입국한 근로자들은 농작업 수행에 앞서 직무교육과 인권 보호 교육을 이수하고, 상해보험 가입 등 필요한 절차를 완료한 후 농가에 배치된다. 이에 따라 4월부터 농가별로 순차 배치되어 본격적인 영농활동을 지원할 예정이다.

Upon arrival, the workers will complete job training and human rights education, as well as enroll in accident insurance. After completing all necessary procedures, they will be assigned to farms starting in April to support full-scale agricultural activities.

외국인 계절근로자 도입은 농번기 일손 부족을 완화하고, 안정적인 농업 생산 기반 유지에 기여할 것으로 기대된다. 특히 고령화가 진행된 농촌지역에서 노동력 확보의 실효적 대안으로 활용될 전망이다.

The introduction of foreign seasonal workers is expected to alleviate labor shortages during peak farming periods and help maintain stable agricultural production. It is also seen as an effective solution for securing labor in aging rural communities.

#박현주 농업기술센터소장은 “외국인 계절근로자 도입은 농촌 인력난 해소와 농가 경영 안정에 도움이 될 것으로 기대된다”며 “근로자와 농가가 모두 만족할 수 있도록 체계적인 관리와 지원을 강화해 나가겠다”고 밝혔다.

Park Hyun-joo, Director of the Agricultural Technology Center, stated, “We expect the introduction of foreign seasonal workers to help resolve labor shortages and stabilize farm management. We will strengthen systematic management and support to ensure satisfaction for both workers and farmers.”
