“수 km 우회 불편”…하평해변 철도건널목 폐쇄에 동해시, 안전·이동권 해법 찾는다

동해시는 최근 안전 문제로 폐쇄된 하평해변 철도건널목과 관련해, 주민들의 생활 불편을 줄이고 관광객 안전까지 함께 고려하는 현실적 대안 마련에 나섰다.

이번 조치는 단순히 통행을 막는 데 그치지 않고, 안전을 확보하면서도 지역의 일상과 관광 흐름을 지키기 위한 새로운 해법을 찾기 위한 노력이라는 점에서 주목된다.

Donghae City has begun exploring practical alternatives in response to the recent closure of the Hapyeong Beach railroad crossing, aiming to reduce inconvenience for local residents while also ensuring visitor safety.

Rather than simply restricting access, the city is focusing on finding a balanced solution that protects both public safety and the everyday flow of local life and tourism.

하평해변 철도건널목은 수십 년 동안 주민들이 해변과 생활권을 오가며 자연스럽게 이용해 온 길이었다.

그러나 지난 2월 열차 급정거 사례가 발생하면서 안전 우려가 커졌고, 코레일과 국가철도공단은 해당 건널목을 전면 통제했다.

For decades, the Hapyeong Beach crossing had served as a familiar passageway connecting the beach with nearby residential areas.

However, after an emergency train stop incident in February raised serious safety concerns, Korail and the Korea National Railway took measures to fully close the crossing.

건널목이 폐쇄된 뒤 주민들과 관광객들은 수 킬로미터를 우회해야 하는 불편을 겪고 있다.

익숙했던 길이 막히자 일상은 더 멀어졌고, 하평해변을 찾는 이들의 동선에도 적지 않은 변화가 생겼다.

Since the closure, both residents and visitors have been forced to take detours of several kilometers.

With a once-familiar path no longer available, everyday routines have become less convenient, and travel patterns around Hapyeong Beach have changed significantly.

동해시는 철도시설의 안전 관리가 무엇보다 중요하다는 점에 공감하면서도, 주민의 이동권과 지역 관광 여건 역시 함께 고려해야 한다는 입장이다.

안전과 불편, 두 가지 현실 사이에서 보다 균형 잡힌 접근이 필요하다는 것이다.

Donghae City acknowledges that railway safety must come first.

At the same time, it believes that residents’ right to mobility and the surrounding tourism environment must also be taken into account.

In other words, the city sees the need for a more balanced approach between safety and daily inconvenience.

이에 따라 시는 단계적인 대안을 준비하고 있다.

우선 철도건널목 인근에 CCTV를 설치하고 관제 기능을 강화해, 선로 진입 상황을 실시간으로 관리하는 통합 안전관리 체계를 구축할 계획이다.

To address the issue, the city is preparing a phased response.

First, it plans to install CCTV cameras near the crossing and strengthen monitoring functions in order to create an integrated safety management system capable of tracking track access in real time.

또한 관광객이 많이 찾는 시간대에는 안전관리 인력을 배치해 선로 접근을 통제하고, 현장에서 안전 안내를 강화하는 방안도 검토하고 있다.

The city is also considering deploying safety personnel during peak visitor hours to control access to the tracks and provide on-site safety guidance.

특히 사진 촬영을 위해 선로에 들어가던 기존 장소에 대해서는 철도보안법상 위험이 큰 만큼, 인근 폐철도 구간을 활용한 포토존 조성도 추진할 예정이다.

위험한 선로 위가 아니라, 안전하게 철길 풍경을 기억할 수 있는 공간으로 바꾸겠다는 구상이다.

In particular, because the former photo spot along the active railway posed serious legal and safety risks, the city plans to create a new photo zone using a nearby abandoned railway section.

The goal is to offer visitors a place where they can still enjoy and remember the railway scenery—safely, not dangerously.

장기적으로는 보행교나 지하보도 같은 입체 보행 대안도 검토 대상이다.

다만 강릉~삼척 KTX 고속화 사업이 추진 중인 만큼, 중복 투자를 피하고 향후 철도 환경 변화까지 고려한 입체화 방안이 중장기 과제로 논의되고 있다.

In the longer term, grade-separated pedestrian solutions such as a footbridge or an underpass are also being considered.

However, with the Gangneung–Samcheok KTX high-speed rail project currently underway, the city is reviewing mid- to long-term options that would avoid redundant investment and reflect future changes in the railway environment.

최근 하평해변은 SNS를 통해 새로운 해안 관광지로 주목받으며 방문객이 늘고 있다.

동해시는 관광객 증가에 맞춰 보다 정교한 안전관리 체계를 마련하고, 주민 생활과 관광 매력을 함께 지켜낼 방침이다.

Recently, Hapyeong Beach has been gaining attention on social media as a rising coastal destination, attracting more and more visitors.

Donghae City plans to strengthen its tourism safety management system accordingly, protecting both the daily lives of residents and the area’s growing appeal as a travel spot.

#김정윤 부시장은 “철도 안전은 무엇보다 중요한 사안이며 이를 충분히 존중하고 있다”며 “주민들의 생활 이동 불편을 최소화하면서도 안전을 확보할 수 있는 현실적인 대안을 관계기관과 지속적으로 협의해 나가겠다”고 밝혔다.

Vice Mayor Kim Jeong-yun stated,

“Railway safety is of utmost importance, and we fully respect that principle. At the same time, we will continue working with related agencies to find practical alternatives that can minimize inconvenience for residents while ensuring safety.”

동해시는 앞으로도 코레일과 국가철도공단 등 관계기관과 협의를 이어가며, 하평해변 철도건널목 문제 해결을 위한 대책을 단계적으로 보완해 나갈 계획이다.

Donghae City will continue discussions with related agencies, including Korail and the Korea National Railway, and gradually refine its response measures to address the issues surrounding the Hapyeong Beach railroad crossing.
