강원특별자치도(도지사 김진태)는 3월 10일 오전 10시 도청 본관 2층 소회의실에서 (재)소노수의재단(이사장 이병천)과 ‘강원 동물복지 제고’를 위한 업무협약(MOU)을 체결했다.

Gangwon State Governor Kim Jin-tae signed a Memorandum of Understanding (MOU) with the Sono Veterinary Foundation (Chairman Lee Byeong-cheon) on March 10 at 10 a.m. in the small conference room on the second floor of the provincial government building to enhance animal welfare in the region.

이번 협약은 도내 유실·유기동물 보호센터(19개소)에서 보호 중인 고양이의 입양을 활성화하고, 반려동물 의료 사각지대를 해소하기 위한 공공·민간 협력 체계 구축을 목표로 추진됐다.

The agreement aims to establish a public-private cooperation system to promote the adoption of cats currently sheltered at 19 lost-and-found animal protection centers across the province and to address gaps in veterinary care for companion animals.

(재)소노수의재단은 2020년 강원특별자치도에 설립된 비영리법인으로, 유기동물 재입양 지원과 반려동물 의료 봉사활동을 주요 사업으로 추진하고 있다. 재단 소속 수의사들을 중심으로 유기동물 보호와 의료지원 활동을 지속적으로 전개해 왔다.

The Sono Veterinary Foundation, established in Gangwon in 2020, is a non-profit organization dedicated to supporting the re-adoption of abandoned animals and providing veterinary volunteer services. Veterinarians affiliated with the foundation have continuously carried out protection and medical support activities for abandoned animals.

이번 협약은 지난 2월 발표된 ‘강원형 동물복지 정책’의 후속 조치로, 동물복지 사업을 본격적으로 추진하기 위해 마련됐다.

The agreement serves as a follow-up measure to the “Gangwon-Style Animal Welfare Policy” announced last February and marks the start of full-scale implementation of animal welfare initiatives.

협약의 주요 내용은

▲ 유실·유기동물 입양 활성화를 위한 도심지 입양센터 운영 협력

▲ 교통약자를 위한 반려동물 이동서비스 지원

▲ 의료 취약지역을 대상으로 한 반려동물 의료 봉사활동 전개 등이다.

Key components of the agreement include:

▲ cooperation in operating urban adoption centers to promote adoption of lost and abandoned animals

▲ providing pet transportation services for people with mobility challenges

▲ organizing veterinary volunteer services in areas with limited access to animal medical care.

도는 동물보호센터에서 보호 중인 고양이를 선정해 재단과 연계하고, 재단은 전문 의료진의 검진과 치료를 지원한 뒤 입양센터를 통해 입양을 추진하는 체계를 구축할 계획이다.

The province plans to select cats currently housed in animal protection centers and connect them with the foundation. After receiving examinations and treatment from veterinary professionals, the animals will be placed for adoption through designated adoption centers.

이를 통해 보호 고양이의 입양률을 높이고 보다 안정적인 보호 및 입양 환경을 조성할 방침이다.

Through this system, the province aims to increase adoption rates for sheltered cats and create a more stable environment for protection and adoption.

또한 반려동물 이동차량을 활용한 병원 동행 지원과 의료 봉사활동을 통해 취약계층과 의료 접근성이 낮은 지역의 부담을 완화할 것으로 기대된다.

The initiative is also expected to ease the burden on vulnerable groups and residents in areas with limited veterinary services by providing hospital transportation support and veterinary outreach programs.

강원특별자치도는 이번 협약을 계기로 민간 전문기관과의 협력을 강화하고 유기동물 보호 및 입양 체계를 한층 고도화할 계획이다.

Gangwon State plans to strengthen cooperation with private expert organizations and further advance the system for protecting and adopting abandoned animals.

#김진태 강원특별자치도지사는 “그동안 관광 분야에서 협력해 왔는데 이제는 동물복지 분야에서도 함께 협력하게 됐다”며 “이번 협약을 통해 강원도의 동물복지가 오성급 수준으로 올라가길 기대한다”고 말했다.

Governor Kim Jin-tae said, “We have previously cooperated in the tourism sector, and now we are expanding that partnership into animal welfare. I hope this agreement will elevate Gangwon’s animal welfare to a five-star level.”

이어 “도에서도 동물복지 정책 추진을 위해 적극 협력해 나가겠다”고 밝혔다.

He added that the provincial government will actively cooperate in promoting animal welfare policies.

Meanwhile, Gangwon State is implementing animal welfare policies step by step based on four major strategies:

▲ expanding the goal of zero euthanasia for abandoned animals

▲ advancing animal welfare infrastructure

▲ promoting companion animal culture through public-private cooperation

▲ enhancing veterinary services and fostering welfare industries linked with tourism and related sectors.
