반려동물과 함께 행복한 강원특별자치도, “안락사 제로 넘어 동물복지 실현”

2월 20일(금) 오후 2시, 강릉 반려동물지원센터에서 ‘강원형 동물복지 정책’ 발표

On Friday, February 20 at 2 p.m., Gangwon State announced its “Gangwon-Style Animal Welfare Policy” at the Pet Support Center in Gangneung.

김진태 도지사는 복지·의료·산업·관광을 아우르는 4대 전략을 본격 추진한다고 밝혔다.

Governor Kim Jin-tae stated that the province will implement four key strategies encompassing welfare, medical care, industry, and tourism.

반려동물 양육 일상화… 공공 역할 강화

With pet ownership becoming a part of everyday life, the province aims to strengthen the public sector’s role.

전국 반려 가구는 591만 가구로 전체의 25% 이상을 차지하며, 반려동물은 약 800만 마리로 추산된다.

Nationwide, approximately 5.91 million households—over 25% of all households—own pets, with an estimated 8 million companion animals.

이날 행사에는 강원경제진흥원, 강원관광재단, 도수의사회, 강원대 수의과대학, 군견훈련소, 지역 주민 및 보호센터 관계자 등이 참석해 정책 방향을 공유했다.

Representatives from the Gangwon Economic Promotion Agency, Gangwon Tourism Foundation, Veterinary Association, Kangwon National University College of Veterinary Medicine, military dog trainers, local residents, and shelter officials attended to discuss policy directions.

“Beyond Zero Euthanasia, We Will Enhance Policy Quality”

#김진태 지사는 “질병 등 불가피한 경우를 제외하고는 안락사 제로화를 달성했다”며 “앞으로는 더욱 쾌적한 보호 환경을 조성해 동물복지의 질을 높이겠다”고 밝혔다.

Governor Kim noted that, except for unavoidable medical cases, the province has achieved zero euthanasia and will now focus on improving the quality of animal welfare in more comfortable environments.

◇ 4대 전략 Four Key Strategies

① 유기동물 안락사 제로화 확대

Expanding Zero Euthanasia for Stray Animals

시군 보호센터 2022년 8개소 → 2025년 17개소 → 2032년 24개소 확충

Municipal shelters will expand from 8 in 2022 to 17 in 2025 and 24 by 2032.

유동 인구 밀집 지역에 입양센터 설치, 유기묘 전용 입양센터 협력 확대

Adoption centers will be established in high-traffic areas, with expanded partnerships for cat-specific adoption facilities.

② 동물복지 인프라 고도화

Advancing Animal Welfare Infrastructure

반려동물지원센터 명칭·기능 개선 및 시설 보강

Improvement of the center’s name, functions, and facilities.

맹견 관리체계 정비 및 문제견 행동교정 시스템 마련

Strengthened management of aggressive dogs and behavioral correction support systems.

복지·산업 전담 조직 및 인력 확충

Expansion of dedicated personnel and organizational units for welfare and related industries.

③ 민관 협력 기반 반려문화 확산

Expanding Pet Culture through Public-Private Partnership

민간 주도 행사에 행정·의료 지원 연계

Administrative and medical support linked to privately led pet events.

동물 교감·치유 프로그램 정례화

Regularized animal-assisted therapy and interaction programs.

‘반려동물 도민학교’ 운영 확대

Expansion of the “Pet Citizens’ School” for responsible pet ownership education.

④ 동물의료 고도화 및 산업·관광 융합

Upgrading Veterinary Care & Integrating Industry and Tourism

공공동물병원 지정 및 야간·휴일 응급체계 구축

Designation of public animal hospitals and establishment of night and holiday emergency systems.

반려동물 전문 공수의 확대

Expansion of specialized public veterinarians.

‘펫-프렌들리 인증제’ 도입 (숙소·카페·식당 인증)

Introduction of a “Pet-Friendly Certification” system for accommodations, cafés, and restaurants.

강원 특산물 활용 프리미엄 간식 기업 육성

Fostering premium pet treat manufacturers using Gangwon’s local specialties.

◇ 동물복지 3각 협력체계 구축

Establishing a “Triangular Cooperation System” for Animal Welfare

도는 공공·유관기관·민간이 역할을 분담하는 협력 체계를 구축한다.

The province will establish a cooperative framework among the public sector, related institutions, and private organizations.

Gangwon State aims to go beyond “zero euthanasia” and establish a new integrated model of animal welfare—combining welfare, medical care, industry, and tourism—to build a community where pets and people live happily together.
