강원도립대학교, 범부처 연계 MOU 체결… 라이즈(RISE) 사업 기반 ‘강원스타트업허브’ 본격 추진

강원도립대학교(총장 최종균) 라이즈(RISE) 사업단 로컬창업센터는 2월 19일 강원대학교 보듬관에서 강릉원주대학교 라이즈(RISE) 사업단 등과 함께 범부처 연계·협력 강화를 위한 업무협약(MOU)을 체결했다.

Gangwon State University’s RISE Project Local Startup Center signed a multi-ministerial Memorandum of Understanding (MOU) on February 19 at Gangwon National University’s Bodeum Hall, in partnership with Kangwon National University and Gangneung-Wonju National University RISE project teams.

이번 협약은 교육부·중소벤처기업부 등 중앙정부 창업지원 정책과 지자체 라이즈 체계, 대학 창업 인프라를 유기적으로 연계해 강원지역 창업기업이 교육 → 사업화 → 투자 → 성장(스케일업)으로 이어지는 전주기 지원을 받을 수 있도록 ‘대학 중심 창업지원 추진체계’를 마련하는 데 목적이 있다.

The agreement aims to organically connect central government startup policies—led by ministries such as the Ministry of Education and the Ministry of SMEs and Startups—with local RISE systems and university startup infrastructure. Through this framework, startups in Gangwon Province will receive integrated, full-cycle support from education and commercialization to investment and scale-up under a university-centered support model.

그동안 대학은 기술·인력·장비 등 우수한 창업 인프라를 갖추고 있음에도 지역 창업 거점 역할이 충분히 발휘되지 못했고, 부처·기관별로 분절된 지원 체계로 인해 창업자들의 접근성이 낮다는 지적이 제기되어 왔다. 이번 MOU는 중앙–지역–대학–유관기관 간 제도적 연계를 강화해 이러한 문제를 개선하는 데 의미가 있다.

Although universities possess strong startup infrastructure—including technology, talent, and equipment—their role as regional startup hubs has been limited. Fragmented support systems across ministries and institutions have also complicated access for entrepreneurs. This MOU seeks to address these issues by strengthening institutional linkages among central government, local authorities, universities, and related organizations.

특히 강원도립대학교 라이즈 사업단(단장 최근표)은 ‘강원스타트업허브’ 프로젝트를 중심으로 창업자들이 한 곳에서 단계별 지원을 받을 수 있는 연계형 창업지원 체계를 구체화할 계획이다.

In particular, Gangwon State University’s RISE Project Team plans to operationalize the “Gangwon Startup Hub” initiative, enabling entrepreneurs to access step-by-step support within a single, connected framework.

강원도립대학교 RCC 로컬창업센터는 “이번 협약은 창업지원이 ‘따로따로’가 아닌 ‘한 번에 연결’되는 출발점”이라며 “강원형 창업 파이프라인을 구축해 지역 스타트업이 강원에서 성장하고 정주할 수 있도록 실질적인 성과를 창출하겠다”고 밝혔다.

The RCC Local Startup Center stated, “This agreement marks a starting point for connecting startup support in a seamless manner rather than operating in isolation. We will establish a Gangwon-style startup pipeline to ensure that local startups can grow and settle in the region.”

협약기관들은 향후 실무협의체를 구성하고 공동 로드맵을 수립해 세부 실행과제를 확정할 계획이다. 주요 추진 과제로는 ▲RISE 연계 모델 발굴 ▲연계형 사업화 패키지 운영 ▲투자유치 연계 프로그램 추진 ▲창업경진대회 개최 ▲네트워크 확장 등이 포함된다.

Following the agreement, participating institutions will form a working-level council and establish a joint roadmap to finalize implementation tasks. Key initiatives include developing RISE-linked models, operating integrated commercialization packages, launching investment linkage programs, hosting startup competitions, and expanding collaborative networks.
