동해시는 저소득 취약계층의 보건 향상과 사회복지 증진을 위해 2026년 의료급여 사업을 본격 추진한다고 밝혔다.

Donghae City announced that it will actively implement the 2026 Medical Aid Program to improve public health and strengthen social welfare support for low-income vulnerable groups.

의료급여 지원 대상은 가구의 소득평가액과 재산의 소득환산액을 합산한 소득인정액이 기준 중위소득 40% 이하인 가구다. 기존 수급자는 별도의 신청 절차 없이 자격이 유지되며, 신규 신청자는 주소지 동 행정복지센터에서 상담 및 신청이 가능하다.

Eligibility applies to households whose recognized income—calculated by combining income assessment and converted property income—is at or below 40% of the national median income. Current beneficiaries will maintain their eligibility without additional procedures, while new applicants may consult and apply at their local administrative welfare centers.

특히 2026년에는 기준 중위소득이 역대 최대 수준으로 인상됨에 따라 의료급여 수급 대상이 확대된다. 1인 가구는 7.2%, 4인 가구는 6.51% 인상되어 더 많은 저소득 가구가 의료 혜택을 받을 것으로 기대된다.

Notably, in 2026, the national median income standard will rise to its highest level ever, expanding the number of eligible beneficiaries. The threshold increases by 7.2% for single-person households and 6.51% for four-person households, allowing more low-income families to receive medical benefits.

또한 의료급여 수급권자의 합리적인 의료 이용을 유도하기 위해 외래진료 본인부담 차등제가 시행된다. 연간 외래진료 횟수가 365회를 초과할 경우, 해당 연도 말까지 외래진료 급여비용의 본인부담률이 30%로 적용된다.

In addition, a differentiated copayment system for outpatient visits will be introduced to promote appropriate medical use. If annual outpatient visits exceed 365 times, the copayment rate will increase to 30% of covered outpatient medical expenses until the end of that year.

동해시는 총사업비 약 240억 원을 투입해 의료급여 수급자의 진료비, 요양비, 장애인보조기기 지원, 건강생활유지비 지급 등 의료비 부담 완화를 위한 다양한 사업을 추진할 계획이다.

Donghae City plans to invest approximately KRW 24 billion in total to support medical expenses, including treatment costs, convalescence expenses, assistive devices for persons with disabilities, and health maintenance allowances, thereby reducing beneficiaries’ financial burden.

아울러 의료급여관리사를 통해 수급자의 건강 상태와 의료 이용 실태를 지속적으로 관리하고, 건강 상담과 정보 제공 등 사례관리 서비스를 병행해 건강한 생활 유지를 지원할 방침이다.

The city will also assign medical aid case managers to continuously monitor beneficiaries’ health conditions and medical usage, providing counseling, information, and case management services to support healthier and more sustainable lives.

#조훈석 복지과장은 “의료급여 사업은 저소득 취약계층의 의료보장을 위한 핵심 사회보장제도”라며 “2026년에도 더 많은 가구가 혜택을 받을 수 있도록 적극 추진하겠다”고 밝혔다.

Cho Hoon-seok, Head of the Welfare Division, stated, “The Medical Aid Program is a key social security system ensuring healthcare coverage for low-income vulnerable groups. We will continue proactive efforts in 2026 to ensure more households benefit from the program.”

이어 “복지 사각지대에 놓인 가구가 없도록 대상자 발굴에도 최선을 다하겠다”고 덧붙였다.

He added, “We will also do our utmost to identify and support households that may fall through the cracks of the welfare system.”
