동해시, 「동해선 삼척~강릉 고속철도 사업」 예비타당성조사 통과 환영

동해시(시장 심규언)는 삼척~강릉 간 동해선 고속철도 사업이 기획재정부 재정사업평가위원회 심의를 거쳐 예비타당성조사를 최종 통과했다고 밝혔다.

 

동해선 삼척~강릉 고속철도 사업은 삼척역에서 안인 신호장까지 총 연장 45.2㎞, 사업비 1조 1,507억 원 규모로 추진된다. 동해선(부산~고성) 구간 중 유일한 저속구간(시속 60~70㎞)인 삼척~동해 구간을 고속화하는 사업이다.

 

사업이 완료되면 KTX 기준 부산 부전~강릉 간 이동 시간이 약 30분 단축돼 3시간 20분대 접근이 가능해질 전망이다. 이에 따라 동해안권 접근성이 획기적으로 개선될 것으로 기대된다.

 

이번 예타 통과는 단순한 이동 시간 단축을 넘어 문화·관광·산업·물류 교류 확대의 기반을 마련하는 계기가 될 것으로 보인다. 특히 동해시에서 추진 중인 동해신항 개발, 망상지역 경제자유구역, 묵호항 재개발 2단계, 수소저장·운송 클러스터(북평제2일반산업단지) 조성 등과 연계해 지역경제와 관광산업 발전에 새로운 활력을 불어넣을 것으로 전망된다.

 

동해선 삼척~강릉 고속철도 사업은 향후 기본계획 수립과 타당성조사, 기본·실시설계, 공사 착공 및 준공, 시험운행 등의 절차를 거쳐 추진될 예정이다.

 

전억찬 동해시경제인연합회장은 “동해선 고속철도 예타 통과를 진심으로 축하하며, 동해안의 중심 도시인 동해시가 이번 사업을 계기로 절호의 도약 기회를 맞아 지역경제 발전에 크게 이바지하길 기대한다”고 밝혔다.

 

#심규언 동해시장은 “우리 시에서도 고속철도 국책사업에 대한 T/F팀을 구성해 각종 민원 및 보상, 인·허가 관련 업무에 적극 협조하겠다”며 “동해선 고속화의 속도와 온기가 지역 경제 전반으로 온전히 확산될 수 있도록 시 차원에서도 든든히 뒷받침하겠다”고 강조했다.

Donghae City (Mayor Shim Gyu-eon) announced that the Donghae Line high-speed rail project connecting Samcheok and Gangneung has successfully passed the preliminary feasibility study review by the Ministry of Economy and Finance’s Fiscal Project Evaluation Committee.

 

The Samcheok–Gangneung section will cover 45.2 kilometers from Samcheok Station to Anin Signal Station, with a total project cost of KRW 1.1507 trillion. It aims to upgrade the only low-speed segment (60–70 km/h) of the Donghae Line (Busan–Goseong), specifically the Samcheok–Donghae section, into a high-speed railway.

 

Upon completion, travel time between Busan Bujeon and Gangneung is expected to be reduced by approximately 30 minutes, enabling a journey time of around 3 hours and 20 minutes. This improvement is anticipated to significantly enhance accessibility along the East Coast region.

 

Beyond shortening travel times, the project is expected to facilitate greater exchange in culture, tourism, industry, and logistics, thereby contributing to regional economic revitalization and balanced development. In particular, it is projected to generate synergy with major ongoing projects in Donghae, including the Donghae New Port development, the Mangsang Free Economic Zone, the second-phase redevelopment of Mukho Port, and the hydrogen storage and transportation cluster at Bukpyeong Industrial Complex No. 2.

 

The project will proceed through subsequent stages including master planning, detailed feasibility review, basic and detailed design, construction, completion, and trial operation.

 

Jeon Eok-chan, Chairman of the Donghae Federation of Business Associations, stated, “We sincerely congratulate the approval of the preliminary feasibility study for the Donghae Line high-speed rail project and hope that Donghae, as the central city of the East Coast, will seize this opportunity to make a significant leap forward in regional economic development.”

 

Mayor Shim Gyu-eon added, “The city will establish a dedicated task force to actively support civil affairs, compensation, and permit-related procedures. We will ensure that the speed and benefits of the Donghae Line upgrade spread fully across the local economy with strong municipal support.”
