김진태 지사, 국회 천막농성 이틀째… 강원특별법 3차 개정 촉구

9일(월)부터 국회에서 천막농성을 이어가고 있는 김진태 강원특별자치도지사가 2월 10일(화) 오전 9시 50분, 국회 행정안전위원회 제1법안심사소위원회 회의실 앞을 찾아 강원특별자치도법 3차 개정안의 조속한 심사와 통과를 강력히 촉구했다.

김 지사는 이날 ‘투쟁’이라고 적힌 머리띠를 두른 채 현장을 지키며, 17개월째 국회 논의 테이블에 오르지 못한 개정안의 조속한 처리를 요구했다.

이날 국회 행안위 법안심사소위원회에서는 행정통합특별법이 상정돼 심사가 진행 중이며, 해당 법안은 11일까지 논의가 이어질 예정이다.

이 자리에는 유상범 국회의원(홍천‧횡성‧영월‧평창)도 함께해, ‘강원도민의 삶을 바꾸는 선택, 강특법 3차 개정 즉각 통과’라고 적힌 피켓을 들고 행정안전위원회 위원들에게 조속한 법안 처리를 요청했다.

김 지사는 “행정통합을 추진 중인 5극 지역 관련 법안은 빠른 속도로 국회 심사대에 오른 반면, 정부 부처 협의까지 모두 마친 강원특별법 3차 개정안은 17개월째 단 한 차례도 법안심사 논의가 이뤄지지 않았다”며 강한 유감을 표했다.

이어 “강원‧전북‧제주‧세종 등 이른바 ‘3특’과 행정수도 특별법안 역시 국가 균형발전 차원에서 신속히 처리돼야 한다”고 강조했다.

Governor Kim Jin-tae of Gangwon Special Self-Governing Province, who has been holding a sit-in protest at the National Assembly since Monday (Feb. 9), visited the conference room of the First Legislation and Judiciary Subcommittee of the Public Administration and Security Committee at 9:50 a.m. on Tuesday (Feb. 10), strongly urging the swift review and passage of the third amendment to the Gangwon Special Act.

Wearing a headband reading “Struggle,” Governor Kim stressed the urgency of addressing the amendment, which has remained off the legislative review agenda for 17 months despite completing inter-ministerial consultations.

On the same day, the subcommittee was reviewing the Special Act on Administrative Integration, with deliberations scheduled to continue through February 11.

Rep. Yoo Sang-bum (Hongcheon–Hoengseong–Yeongwol–Pyeongchang) also joined the governor, holding a placard that read, “A Choice That Changes the Lives of Gangwon Residents — Immediate Passage of the 3rd Amendment,” and appealed to committee members for prompt action.

Governor Kim stated, “While bills related to the five-region administrative integration are being fast-tracked through the National Assembly, the third amendment to the Gangwon Special Act—despite completing all consultations with relevant government ministries—has not been discussed even once for the past 17 months.”

He added, “Special acts for Gangwon, Jeonbuk, Jeju, and Sejong—along with the Administrative Capital Special Act—must also be processed swiftly in the interest of balanced national development.”
