동해시, 출산친화 직장 인센티브 지원

동해시는 저출산 문제에 대응하고 출산 친화적 조직문화를 확산하기 위해 관내 기관·기업·군부대를 대상으로 ‘출산장려 유공 인센티브 지원 사업’을 추진한다고 밝혔다.

이번 사업은 2025년 기준 소속 직원 중 출산 이력이 있는 관내 사업장을 대상으로, 출생아 수에 따라 포상금을 차등 지급함으로써 민·관·군의 자발적인 출산 친화 정책 참여를 유도하기 위해 마련됐다.

지원 대상은 출생일 기준 1년 전부터 동일 사업장에 재직 중인 직원이 있는 사업장으로, 해당 직원과 자녀 모두 출생신고일부터 신청일까지 동해시에 주소를 두고 있어야 한다.

인센티브는 출생아 수에 따라 차등 지급되며,

▲ 출생아 5명 이상: 50만 원

▲ 출생아 10명 이상: 100만 원

▲ 최대 250만 원까지 지원된다.

총 사업비는 2천만 원 규모로, 예산 범위 내 선착순 지급 방식이다.

신청 기간은 2월 9일부터 11월 30일까지이며, 사업장 대표 명의로 동해시청 행정과를 방문하거나 우편으로 접수하면 된다.

사업 추진 실적을 보면, 2023년에는 1개소(출생아 13명), 2024년에는 2개소(출생아 5명·10명)가 지원을 받았으며, 2025년에는 현재까지 신청 실적이 없는 상태다.

#채시병 동해시 행정과장은 “출산은 개인의 문제가 아니라 지역사회가 함께 책임져야 할 과제”라며, “기관과 기업, 군부대가 함께 참여하는 인구정책을 통해 출산 친화 문화가 지역 전반에 확산될 수 있도록 지속적으로 노력하겠다”고 말했다.

Donghae City announced that it will implement an Incentive Program for Birth-Friendly Workplaces to address low birth rates and promote a family-friendly organizational culture among local institutions, companies, and military units.

The program targets workplaces within the city that have employees with childbirth records as of 2025. Incentives will be provided based on the number of newborns, encouraging voluntary participation from the public, private, and military sectors in population policy initiatives.

Eligible workplaces must have employees who have been continuously employed for at least one year prior to the child’s birth. Both the employee and the child must be registered residents of Donghae City from the date of birth registration until the application date.

Incentives will be granted on a tiered basis:

5 or more births: 500,000 KRW

10 or more births: 1,000,000 KRW

Maximum support: up to 2.5 million KRW

The total budget for the program is 20 million KRW, and incentives will be awarded on a first-come, first-served basis within the available budget.

Applications will be accepted from February 9 to November 30. Applications must be submitted under the name of the workplace representative, either in person or by mail to the Administrative Affairs Division of Donghae City Hall.

In terms of past performance, one workplace (13 births) received support in 2023, and two workplaces (5 and 10 births) were supported in 2024. As of now, there have been no applications submitted for 2025.

Chae Si-byeong, Director of the Administrative Affairs Division of Donghae City, stated, “Childbirth is not merely a personal matter but a shared responsibility of the local community,” adding, “We will continue to work toward spreading a birth-friendly culture across the region through population policies that involve institutions, businesses, and military units alike.”
