동해시, 국립특수교육원 주관 ‘장애인 평생학습도시 운영’ 공모사업 4년 연속 선정

동해시가 국립특수교육원이 주관하는 ‘장애인 평생학습도시 운영’ 공모사업에 4년 연속 선정되며, 장애인 평생학습 정책의 지속성과 성과를 다시 한번 입증했다.

Donghae City has been selected for the “Lifelong Learning City for Persons with Disabilities” national program for the fourth consecutive year, demonstrating the sustainability and effectiveness of its lifelong learning policies for persons with disabilities.

동해시는 2023년 신규 지정 이후 매년 계속 지원 대상으로 선정되었으며, 2026년에는 그간의 운영 성과를 인정받아 한 단계 높은 ‘특성화 지원 분야’에 포함됐다.

Since its initial designation in 2023, Donghae City has been continuously selected each year. In 2026, the city advanced to the “Specialized Support Category,” a higher-level designation granted to municipalities with proven operational excellence.

특성화 지원은 3년 이상 장애인 평생학습도시 사업을 안정적으로 운영하고, 성과가 우수한 지자체를 대상으로 심화 프로그램 추진을 지원하는 단계다.

The Specialized Support Category is designed for local governments that have operated the program for more than three years with stable management and outstanding results, enabling them to implement advanced and in-depth learning initiatives.

‘장애인 평생학습도시 운영사업’은 장애인의 삶의 질 향상과 평생학습 기회 확대를 목표로 추진되는 국가 공모사업으로, △신규 △계속 △특성화 등 단계별 지원 체계로 운영된다.

The Lifelong Learning City for Persons with Disabilities program is a national initiative aimed at improving quality of life and expanding lifelong learning opportunities for persons with disabilities. It operates under a phased support system consisting of new, continuing, and specialized stages.

동해시는 신규 지정 이후 2025년까지 계속 지원 대상으로 선정돼 국비 1억5천570만 원을 확보했으며, 이를 바탕으로 학습 접근성 개선, 평생교육 네트워크 구축, 실생활 중심 교육 프로그램 확대를 추진해 왔다.

From its initial designation through 2025, Donghae City secured KRW 1.557 billion in national funding, which was invested in improving learning accessibility, building lifelong education networks, and expanding practical, life-centered education programs.

이러한 성과를 바탕으로, 2026년에는 국비 3천406만 원을 포함한 총 8천976만 원의 예산을 투입해 지역 여건과 학습 수요를 반영한 특성화 프로그램을 본격 운영할 계획이다.

Building on these achievements, the city plans to invest a total of KRW 897.6 million in 2026, including KRW 34.06 million in national funding, to operate specialized programs tailored to local conditions and learning needs.

주요 사업 내용은 ▲디지털 활용 역량 강화 교육 ▲생활 밀착형 실용 학습 프로그램 ▲장애인과 비장애인이 함께 참여하는 통합형 학습 운영 등이다.

Key initiatives include digital competency enhancement programs, practical learning courses closely connected to daily life, and inclusive learning programs where persons with and without disabilities participate together.

동해시는 이를 통해 학습이 일회성 체험에 그치지 않고, 일상 속 변화로 이어지는 지속 가능한 평생학습 환경을 구축한다는 방침이다.

Through these efforts, Donghae City aims to establish a sustainable lifelong learning environment in which learning leads to meaningful, long-term changes in everyday life rather than remaining one-time experiences.

장애인 평생학습도시는 맞춤형 학습 지원, 전문인력 역량 강화, 지역사회 연계 학습문화 확산을 핵심 과제로 추진되며, 국립특수교육원은 선정 지자체에 대한 컨설팅과 성과 공유를 통해 사업 운영을 지원하고 있다.

The Lifelong Learning City initiative focuses on customized learning support, capacity building for professional staff, and the expansion of community-based learning cultures, with the National Institute of Special Education providing consulting and performance-sharing support to selected municipalities.
