₩1.338 Trillion Invested in 81 Youth Policy Programs (2026–2030)

강원특별자치도는 2월 5일(목) 도 공무원교육원에서 김진태 도지사 주재로 ‘청년정책조정위원회’를 개최하고, 「2026~2030 제2차 청년정책 기본계획」을 공식 발표했다. 도는 향후 5년간 총 81개 청년 정책 사업에 1조 3,380억 원을 투입해 청년 지원 정책을 본격 추진한다.

Gangwon Province announced the “Second Youth Policy Master Plan (2026–2030)” on February 5 at the Provincial Officials Training Institute, during a Youth Policy Coordination Committee meeting chaired by Governor Kim Jin-tae. Over the next five years, the province will invest KRW 1.338 trillion in 81 youth-focused initiatives.

이번 기본계획은 민선 8기 출범 이후 처음 수립된 중장기 청년정책 종합계획으로, 향후 5년간 강원 청년정책의 기본 방향과 추진 목표를 제시하는 기준 계획이다.

This master plan is the first mid- to long-term comprehensive youth policy established since the launch of the 8th elected provincial administration, serving as the guiding framework for youth policies over the next five years.

도는 「제1차 청년정책 기본계획(2021~2025)」의 추진 성과와 한계를 분석하고, 도내 청년 1,500명을 대상으로 실시한 생활실태조사 결과를 반영해 ‘청년 인구 유출 대응’을 핵심 과제로 설정했다.

In developing the plan, the province analyzed the outcomes and limitations of the First Youth Policy Master Plan (2021–2025) and incorporated findings from a living conditions survey of 1,500 local youths, identifying youth outmigration as a key policy challenge.

특히 신규 사업을 적극 발굴하고 기존 사업을 보완·확대해 세부 사업 수를 기존 58개에서 81개로 늘렸으며, 총사업비는 1조 3,380억 원 규모로 이 중 국비는 8,389억 원으로 전체의 62.7%를 차지한다.

The number of policy programs was expanded from 58 to 81 through the introduction of new initiatives and enhancement of existing ones. The total budget amounts to KRW 1.338 trillion, including KRW 838.9 billion in national funding, accounting for 62.7 percent of the total.

도는 양질의 일자리 창출을 위해 도 최상위 법정 의무계획인 ‘미래산업 글로벌도시 개발 종합계획’과 연계해 반도체, 디지털헬스케어 등 첨단 미래산업 분야 청년 인력 양성 계획을 중점 반영했다.

To create high-quality jobs, the plan is closely aligned with the legally mandated “Comprehensive Development Plan for a Global Future Industry City,” with a strong focus on nurturing youth talent in advanced industries such as semiconductors and digital healthcare.

#김진태 도지사는 “미래산업 글로벌도시 강원특별자치도는 청년을 위해 생겨난 것”이라며, “그동안 강원에서 대학을 졸업한 청년들이 양질의 일자리를 찾아 수도권으로 떠나는 구조가 반복돼 왔다”고 밝혔다.

Governor Kim Jin-tae stated, “Gangwon as a global future-industry province exists for its youth. For too long, young people graduating from universities in Gangwon have been forced to leave for the metropolitan area in search of better jobs.”

이어 “청년이 지역에 머물고 안정적으로 정착할 수 있도록 일자리와 정주 환경 조성을 중심으로 81개 사업을 차질 없이 추진하겠다”고 강조했다.

He added, “We will steadily implement all 81 initiatives, focusing on job creation and settlement-friendly living conditions so that young people can stay and build their futures here.”

5대 분야 81개 세부 사업 주요 내용

 Key Initiatives Across Five Policy Areas (81 Programs)

첫째, 청년일자리 확대 분야는 25개 사업에 1,484억 원을 투입한다.

청년 창업자금 무이자 대출, 강원 전략산업 벤처펀드, 정주형 청년 창업 지원(신규), 청년 롤모델 발굴 및 성장 네트워크 구축(신규) 등을 통해 청년 일자리와 창업 생태계를 강화한다.

1) Expanding Youth Employment

KRW 148.4 billion will be invested in 25 programs, including interest-free loans for young entrepreneurs, a strategic industry venture fund, settlement-based youth startups (new), and youth role model and growth networks (new).

둘째, 청년친화 주거환경 조성 분야는 6개 사업에 2,395억 원을 투입한다.

청년 월세 지원, 중소기업 청년 주거 대출이자 지원(신규), 청년 공공임대주택 공급, 빈집 활용 청년 임대주택(신규), 청년 농촌 보금자리 조성 등을 추진한다.

2) Creating Youth-Friendly Housing

KRW 239.5 billion will support rent subsidies, housing loan interest support for SME-employed youth (new), public rental housing, vacant-home conversion projects (new), and rural housing for young people.

셋째, 교육–일자리 연계 강화 분야는 25개 사업에 8,303억 원을 투입한다.

강원형 반도체 인력 양성, 디지털 헬스케어 AI 융합혁신 허브(신규), RISE 체계, 청년 재테크 스쿨(신규), 글로컬대학 지원 등이 포함된다.

3) Strengthening Education–Employment Linkages

KRW 830.3 billion will be invested in semiconductor workforce development, a digital healthcare AI convergence hub (new), the RISE university support system, youth financial literacy schools (new), and Glocal University initiatives.

넷째, 복지·문화 인프라 확대 분야는 16개 사업에 1,152억 원을 투입한다.

청년 디딤돌 2배 적금, 자립준비청년 수당, 은둔·고립 청년 미래센터(신규), 찾아가는 청년 문화센터(신규), 청년 문화예술 패스 등을 운영한다.

4) Expanding Welfare and Cultural Infrastructure

KRW 115.2 billion will fund matched savings accounts, support for youth leaving care facilities, centers for socially isolated youth (new), mobile youth cultural centers (new), and youth arts and culture passes.

다섯째, 정책참여 기회 확대 분야는 9개 사업에 46억 원을 투입한다.

18개 시·군 청년센터 확대, 청년마을 만들기, 청년친화도시 조성(신규), 지역사회 청년학교(신규) 등을 통해 청년 참여 기반을 강화한다.

5) Expanding Youth Participation in Policy

KRW 4.6 billion will enhance youth centers across all 18 cities and counties, expand youth village projects, establish youth-friendly cities (new), and operate community youth schools (new).

강원특별자치도는 이번 제2차 청년정책 기본계획을 토대로 매년 연도별 시행계획을 수립해, 청년 수요에 맞춘 맞춤형 정책을 단계적으로 추진할 방침이다.

Based on the Second Youth Policy Master Plan, Gangwon Province will formulate annual implementation plans and deliver demand-driven, customized youth policies across all five areas.
