동해해수청, 겨울철 해양사고 예방대책 추진

                           “겨울 바다, 안전이 먼저입니다./ “Winter Seas, Safety Comes First.”

동해지방해양수산청(청장 김채균)은 겨울철 높은 파고 등 기상 악화로 인한 어선 전복·침몰 사고 등을 예방하고, 사고 발생 시 빈틈없는 대응체계를 구축하기 위해 ‘겨울철 해양사고 예방대책’을 수립했다고 밝혔다.

The Donghae Regional Office of Oceans and Fisheries (Director Kim Chae-gyun) announced that it has established a “Winter Maritime Accident Prevention Plan” to prevent capsizing and sinking accidents involving fishing vessels caused by rough winter seas and to ensure a seamless emergency response system.

이번 대책은 △어선 전복·침몰사고 저감 △겨울철 화재 예방 및 항해 안전 강화 △선원·항만 내 안전사고 및 중대재해 예방 △비상 대응체계 지원 및 해양안전 캠페인 추진 등 4대 중점과제로 구성됐다.

The plan focuses on four key areas: reducing capsizing and sinking accidents involving fishing vessels; preventing winter fires and strengthening navigational safety; preventing workplace and port-related safety accidents and serious industrial incidents; and enhancing emergency response systems alongside nationwide maritime safety campaigns.

특히 「어선안전조업법」 개정에 따라 어선원안전감독관의 현장 점검을 강화하고, 관계기관 합동점검을 통해 위해요소를 발굴하는 등 어선 점검체계를 고도화해 인명피해를 예방할 방침이다.

In particular, following amendments to the Fishing Vessel Safety Operations Act, on-site inspections by Fishing Vessel Safety Supervisors will be strengthened. Joint inspections with related agencies will also be expanded to identify potential hazards, further advancing the fishing vessel safety management system to prevent loss of life.

항해 안전 분야에서는 강원도 항만에 입항하는 선박을 대상으로 항해당직수칙 준수 여부를 확인하고 안전교육을 병행해, 경계 소홀로 인한 충돌·좌초 등 해양사고를 예방하는 내용이 포함되었다.

For navigational safety, vessels entering ports in Gangwon Province will undergo checks to ensure compliance with navigation watch protocols, accompanied by safety training aimed at preventing marine accidents such as collisions or groundings caused by insufficient vigilance.

또한 대국민 해양안전의식 강화를 위해 국제여객선 이용객을 대상으로 생존 필수 지침을 안내하는 현장 교육을 실시하고, 어업 종사자를 대상으로 한 현장 방문 캠페인을 통해 안전수칙 준수 홍보도 이어갈 계획이다.

To enhance public awareness of maritime safety, on-site education sessions will be held for international passenger ship users to provide essential survival guidance. Field campaigns will also be conducted for fishing workers to promote safety compliance.

동해해수청 관계자는 “겨울철 기상 악화로 인한 해양사고 예방을 위해 구명조끼 착용 등 안전수칙 준수에 각별한 주의를 당부드린다”며 “해양수산부 본부 이전 기간 중에도 비상상황 대비를 위해 당직근무를 철저히 이행하겠다”고 말했다.

A spokesperson for the Donghae Regional Office stated, “We urge all maritime workers and citizens to strictly follow safety measures such as wearing life jackets to prevent winter maritime accidents. Even during the relocation period of the Ministry of Oceans and Fisheries headquarters, we will maintain a robust duty system to respond swiftly to any emergencies.”
