교육의 중립성, 다시 그 의미를 묻다

최근 교육 현장에서 제기된 다양한 논란 속에서, 교육부는 ‘교육의 중립성’이라는 오래된 질문을 다시 꺼내 들었습니다.

학생들에게 필요한 것은 사실에 기반한 균형 잡힌 시각이며, 어느 한쪽으로 기운 교육은 미래 세대의 판단력을 흐릴 수 있다는 문제의식 때문입니다.

In response to growing concerns over controversial teaching incidents, the Ministry of Education has reaffirmed the essential value of educational neutrality.

Balanced perspectives, grounded in facts, are vital for young learners—without them, their ability to make sound judgments may be compromised.

강사 교육활동, 중립성 위반 시 즉각 조치

Immediate Action for Violations of Neutrality by School Instructors

교육부는 앞으로 학교 강사가 중립성을 위반할 경우,

수업 배제, 계약 해제 등 신속한 조치를 취하겠다고 밝혔습니다.

If a school instructor violates the principle of neutrality,

the Ministry will now take immediate action—including class suspension or contract termination.

정규 교육과정 강사는 채용 단계부터 중립성 준수 의무를 고지받고, 담당 교사의 사전 수업 점검을 거치게 됩니다.

For those involved in the regular curriculum, neutrality obligations will be clearly stated from hiring, and classes will be reviewed in advance by supervising teachers.

늘봄·방과후 강사 또한 계약서에 중립성 규정을 명시해 위반 시 계약 해지가 가능하도록 제도를 강화합니다.

After-school and Nulbom program instructors will face similarly strengthened regulations, with neutrality clauses directly included in their contracts.

학부모가 더 잘 볼 수 있도록

More Transparency for Parents

학부모에게는 프로그램과 강사 정보가 투명하게 제공되고, 만족도 조사는 연 1회에서 학기당 1회로 확대됩니다.

Parents will receive more transparent information about programs and instructors, with satisfaction surveys expanded from once a year to once every semester.

이 결과는 다음 해 강사 선정에 바로 반영됩니다.

These results will directly influence the selection of instructors for the following year.

대안교육기관·미인가 시설 관리 강화

Strengthening Oversight of Alternative and Unlicensed Educational Institutions

교육부는 등록된 대안교육기관에도 교육의 공공성과 중립성을 명확히 규정해 관리 기준을 더 엄격하게 적용합니다.

The Ministry will reinforce oversight of registered alternative education institutions by clearly defining public responsibility and neutrality in law.

미인가·미등록 시설에 대해서는

교육청 내 전담 부서를 지정하고, 합동 신고 기간과 현장 점검을 통해 체계적 조사를 실시합니다.

For unlicensed or unregistered facilities, a dedicated department will lead systematic inspections, including joint reporting periods and on-site evaluations.

폐쇄 명령을 이행하지 않을 경우 이행강제금 부과 근거도 마련됩니다.

Legal grounds for imposing penalty fees on institutions that ignore closure orders will also be added.

“Education Must Always Remain Neutral”

#최은옥 교육부 차관은 이렇게 말합니다.

“모든 청소년이 올바른 가치관과 균형 잡힌 시각을 기를 수 있도록 교육은 중립적으로 이루어져야 한다.”

Vice Minister #Choi Eun-ok noted:

“Education must remain neutral so that every young person can grow with sound values and a balanced perspective.”

그는 학교 안팎의 교육기관 전체를 면밀히 살피고, 필요한 경우 엄정한 조치를 취하겠다고 강조했습니다.

She emphasized a commitment to closely examining all educational entities—both inside and outside schools—and taking strict action when necessary.
