최재민 도의원, “원주 봉화산택지 초등학교 신설, 더는 미룰 수 없다”

강원특별자치도의회 최재민 의원(국민의힘, 원주4)은 19일 제342회 정례회 제2차 본회의 5분 자유발언을 통해 원주 봉화산택지의 초등학교 신설을 강력히 촉구했다.

On the 19th, during a five-minute free speech at the 342nd Regular Session, Rep. Choi Jae-min (People Power Party, Wonju District 4) of the Gangwon Special Self-Governing Province Assembly strongly urged the establishment of a new elementary school in the Bonghwasan Residential District of Wonju.

학생들, 편도 2km·7개 횡단보도·왕복 6차선 통과

Students Walk 2km One Way, Crossing Seven Crosswalks and a Six-Lane Road

현재 봉화산택지 1‧2지구 학생들은 평원초등학교까지 편도 약 2km, 어린이 보행 기준 약 50분을 이동해야 하며, 등교 과정에서 7개 횡단보도와 왕복 6차선 도로를 지나야 한다.

Students currently living in Bonghwasan Districts 1 and 2 must walk about 2km one way—roughly a 50-minute walk for children—and cross seven crosswalks and a six-lane arterial road to reach Pyeongwon Elementary School.

평원초는 학생 수 748명으로 인근 학교 대비 4배 이상 많은 ‘과밀학교’다.

Pyeongwon Elementary School already has 748 students, more than four times that of nearby schools, making it severely overcrowded.

“무리한 증축, 과밀·안전 문제만 키웠다”

“The Forced Expansion Only Worsened Overcrowding and Safety Issues”

최 의원은 “대단지 아파트 입주가 반복된 지역임에도 도교육청은 초등학교 신설 대신 평원초 증축을 무리하게 진행해 과밀과 안전 문제를 키웠다”고 지적했다.

Rep. Choi criticized the Provincial Office of Education for “pushing ahead with an unreasonable expansion of Pyeongwon Elementary instead of building a new school, despite multiple large apartment complexes moving in, thereby worsening both overcrowding and safety concerns.”

일부 아파트에는 25억 원 규모의 학교용지부담금까지 부과됐지만 신설 논의는 수년째 제자리다.

Some apartment complexes were even charged a 2.5 billion KRW school site development fee, yet discussions for a new school have stalled for years.

도교육청이 “대명농원 도시개발사업 진행 상황을 지켜보고 필요하다면 검토하겠다”고 반복해 온 답변에 대해서도 그는 “언제 될지도 모르는 개발을 기다리며 아이들의 안전과 안정적인 교육환경 조성을 미루는 것은 책임 방기”라고 비판했다.

Regarding the Office of Education’s repeated response that it would “monitor the progress of the Daemyung Farm urban development project and review a new school if necessary,” Choi argued, “Delaying children's safety and a stable educational environment while waiting for a development project that may or may not proceed is an abdication of responsibility.”

대안: ‘원주 농산물도매시장 부지’ 신설 학교 활용 제안

Alternative Proposal: Use the Former Agricultural Wholesale Market Site as New School Grounds

최 의원은 이전을 계획하고 있는 원주 농산물도매시장 부지를 ‘(가칭)봉화산초등학교’ 부지로 활용할 것을 제안했다.

He suggested using the site of the soon-to-be-relocated Wonju Agricultural Wholesale Market as the location for the proposed “Bonghwasan Elementary School.”

해당 부지는 시유지로 확보가 용이하며, 1·2지구 중심에 위치해 접근성이 우수하다.

The site is city-owned, making acquisition straightforward, and is centrally located between Districts 1 and 2, offering excellent accessibility.

“출생률 높은 지역, 원주 인구도 증가… 이제는 교육청이 결단할 때”

최 의원은 “봉화산택지는 출생률이 높은 지역이고 원주 인구도 지속 증가하고 있다”며 “도교육청은 더 이상 지체하지 말고 봉화산택지 초등학교 신설에 적극 나서야 한다”고 강조했다.

Choi concluded, “Bonghwasan has one of the highest birth rates in the area, and Wonju’s population continues to grow. The Provincial Office of Education must act without further delay and move forward with establishing a new elementary school in the district.”
