Restart of Gyeongwon Line (Yeoncheon–Baengmagoji): Four-Way Agreement Signed to Resume Train Operations

2019년 전철 공사로 중단됐던 경원선 연천~백마고지역 열차 운행이 재개될 전망이다. 철원군, 연천군, 한국철도공사(코레일), 국가철도공단 4개 기관은 최근 업무협약을 체결하고 본격적인 운행 재개 절차에 돌입했다.

Train service on the Gyeongwon Line between Yeoncheon and Baengmagoji, which was suspended in 2019 due to railway construction, is set to resume. Four organizations — Cheorwon County, Yeoncheon County, Korea Railroad Corporation (KORAIL), and the National Railway Authority — signed a cooperation agreement to initiate the restoration process.

기관별 역할 분담… 2026년 7월 운행 목표

Facility upgrades & train remodeling underway

국가철도공단은 총 20.6km 구간의 노후 시설을 개량하며, 코레일은 열차 개조 작업을 추진한다.

빠르면 2026년 7월 중 열차 운행 재개가 가능할 전망이다.

The National Railway Authority will renovate 20.6km of aging railway infrastructure, while KORAIL will remodel train units. Service could resume as early as July 2026.

관광열차로도 활용… 지역 활력 기대

Revitalizing regional tourism through scenic trains

코레일은 이번 열차를 일반통근 열차가 아닌 관광열차 형태로 개조할 계획이다. 이를 통해 철원 지역의 관광자원과 연계된 테마형 관광열차로 지역 활성화에 기여할 것으로 보인다.

The trains will be specially remodeled not as regular commuter trains but as tourism trains linked to local attractions in Cheorwon, potentially creating a new regional tourism landmark.

PSO 지정 추진… 손실금 75%는 국가가 부담

Public Service Obligation (PSO) to reduce local financial burden

운영 손실금은 국토교통부의 PSO(공익서비스의무) 지정 추진을 통해 국가가 최대 75%를 지원하고, 지방자치단체는 25%만 부담할 것으로 예상된다.

To reduce local governments' burden, the Ministry of Land, Infrastructure and Transport is working to designate the Gyeongwon Line as a Public Service Obligation (PSO) route. This would allow the central government to cover up to 75% of operating losses.
