[단독] 묵호미래연대, 망상2·3지구 약속 이행 촉구

강원도 동해시 망상지구 개발사업이 또다시 중대한 갈림길에 서 있다.

The development project of Mang-Sang District in Donghae City, Gangwon Province, is once again at a critical juncture.

강원도정이 최문순 지사에서 김진태 지사 체제로 전환된 이후, 동해안권경제자유구역청은 ‘강원경제자유구역청’으로 개명되었고, 심영섭 전 강릉시장 후보가 초대 청장으로 부임하여 망상1지구의 복잡했던 ECT 사태를 성공적으로 수습했다.

Following the transition of provincial leadership from Governor Choi Moon-soon to Governor Kim Jin-tae, the East Coast Free Economic Zone Authority was renamed the Gangwon Free Economic Zone Authority. Former Gangneung mayoral candidate Shim Young-seop was appointed as its first commissioner and successfully resolved the complex ECT crisis in Mang-Sang District 1.

이는 매우 어려운 일이었으며, 도민의 행정 신뢰 회복에 중대한 계기가 되었다.

This was an extremely challenging task and served as a turning point in restoring administrative trust among the citizens.

하지만 심 청장 앞에는 여전히 망상2·3지구, 옥계지구, 북평지구 등 해결해야 할 과제가 산적해 있다.

However, Director Shim still faces a mountain of unresolved challenges, including Mang-Sang Districts 2 and 3, Ogye District, and Bukpyeong District.

특히 망상2·3지구는 계약대로만 진행되었더라면 진척이 있었을 사업임에도 불구하고, 사업 지연이 장기화되자 강원경제청은 더 이상 방치할 수 없다고 판단하고 행정력을 발동했다. 이에 SPC 측은 약속 이행보다는 행정소송이라는 선택을 하게 되었다.

In particular, the Mang-Sang 2 and 3 districts could have seen significant progress had the contracts been honored. However, with prolonged delays, the Gangwon Free Economic Zone Authority decided it could no longer wait and took administrative action. In response, the SPC chose legal proceedings instead of fulfilling its obligations.

이 상황을 지켜보는 동해시민들은 제2의 ECT 사태로 비화되는 것이 아닌지 깊은 우려를 나타내고 있다.

Citizens of Donghae are increasingly concerned that this situation may spiral into a second ECT crisis.

이에 우리 묵호미래연대는 동해시민들과 함께 다음과 같이 촉구한다.

In light of this, Mukho Future Alliance, together with the citizens of Donghae, strongly calls for the following:

"망상2·3지구 사업자는 조속히 약속을 이행하라!"

"We demand that the developers of Mang-Sang Districts 2 and 3 fulfill their commitments without further delay!"

망상지구는 단순한 개발 대상지가 아니다. 동해시와 강원 동해안권의 미래가 걸린 상징적 공간이며, 그 신뢰와 약속은 반드시 지켜져야 한다.

Mang-Sang is not just a development site. It is a symbolic space tied to the future of Donghae and the eastern coast of Gangwon, where trust and promises must be honored.

강원도와 강원경제청이 보여준 변화를 시민들은 분명히 인식하고 있다. 이제 사업자의 책임 있는 태도가 필요하다.

Citizens have clearly recognized the changes brought by Gangwon Province and its economic authority. Now it is time for the developers to show responsibility.

동해시민은, 그리고 묵호는 이 상황을 끝까지 지켜볼 것이다.

The citizens of Donghae-and Mukho-will be watching until the end.
