[Press Release] “망상 1지구 데자뷰는 이제 그만… 동해시민들, 2·3지구 조속한 정상화 촉구”

 동해시민들이 망상 제2·3지구 개발사업과 관련한 SPC의 잇따른 소송 제기에 깊은 우려를 표하며, 조속한 사업 정상화를 강력히 촉구하고 나섰다.

Donghae citizens have expressed deep concern over the SPC’s repeated lawsuits regarding the Mangsang Districts 2 and 3 development projects and are strongly urging for the projects’ swift normalization.

최근 동부건설·KB증권·메리츠증권 등이 공동 출자한 특수목적법인(SPC) 엠에스호텔앤리조트와 엠에스글로벌리조트가 강원경제자유구역청(이하 경자청)의 행정조치를 두고 소송을 제기한 사실이 알려지며, 시민들의 불안감이 커지고 있다.

Recently, it was revealed that special purpose companies (SPCs) MS Hotel & Resort and MS Global Resort—jointly funded by Dongbu Construction, KB Securities, and Meritz Securities—have filed lawsuits against the Gangwon Free Economic Zone Authority (hereafter referred to as GFEZ). This has heightened public anxiety.

경자청은 그동안 사업자 측에 수차례 자본금 납입과 구체적인 이행계획 제출을 요구해왔으나, SPC 측은 이를 이행하지 않았고 결국 행정조치를 발동했다. 이에 SPC 측은 이를 “과도한 조치”라며 행정소송 및 민사소송을 제기했다.

GFEZ had repeatedly requested that the developers fulfill their capital requirements and submit concrete implementation plans. When the SPCs failed to comply, administrative measures were taken. In response, the SPCs claimed these measures were “excessive” and initiated both administrative and civil lawsuits.

시민들은 이 같은 SPC의 소송 대응을 두고 “정상적인 사업자라면 지금이라도 약속 이행에 나서야 한다”며, “소송은 책임 회피에 불과하다”고 강하게 비판하고 있다.

Citizens have criticized the SPCs’ response, stating, “A responsible developer would fulfill its commitments rather than resorting to litigation,” adding that “the lawsuits are merely a means to avoid accountability.”

실제로 망상 1지구는 과거 행정절차상 하자와 법적 다툼으로 인해 사업자 지정이 취소되고 수년 간 표류한 바 있어, 제2·3지구마저 같은 전철을 밟는 것 아니냐는 우려가 커지고 있다.

The concern is not unfounded—Mangsang District 1 previously suffered from administrative flaws and legal disputes, leading to the developer’s disqualification and years of delays. Many now fear Districts 2 and 3 may suffer the same fate.

시민사회는 이번 소송 사태가 개발사업의 본질을 훼손하지 않도록, 하루속히 재정·이행계획을 공개하고 성실히 사업을 추진할 것을 SPC 측에 촉구하고 있다.

Civil society groups are calling on the SPCs to disclose financial and implementation plans and to proceed with the projects in good faith to prevent further damage to the region’s development goals.

망상은 동해시의 마지막 기회이자 미래의 관문이다. 시민들은 이제 더 이상 기만당하지 않겠다는 의지를 분명히 하고 있다.

Mangsang represents Donghae’s last opportunity and gateway to the future. Citizens have made it clear that they will no longer tolerate deception.
