강원특별법 시행 1주년 기념 「강원특별자치도 발전방안 토론회」 개최

강원특별자치도(도지사 김진태)는 6월 8일자로 시행 1년을 맞은 「강원특별법」 전부개정의 성과를 돌아보고 향후 발전방향을 논의하기 위해 ‘강원특별자치도 발전방안 토론회’를 개최했다고 밝혔다.

Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced that it held a forum to commemorate the first anniversary of the revised Gangwon Special Act, which came into effect on June 8, and to explore future strategies for the province's development.

이번 토론회는 강원특별자치도와 강원연구원이 공동으로 주최·주관했으며, 국무총리 소속 강원특별자치도 지원위원회 민간위원, 전문가자문단, 도·시군 및 교육청 관계자 등 200여 명이 참석해 높은 관심을 보였다.

Co-hosted by Gangwon Province and the Gangwon Research Institute, the event was attended by over 200 participants, including members of the Prime Minister’s Committee for Gangwon, policy advisors, and officials from local governments and education offices.

강원연구원 현진권 원장이 좌장을 맡고, 국무총리실 민간위원 3명, 도의회 최승순 기획행정위원장, 곽일규 강원도 특별자치추진단장이 패널로 참여하여, 특례 성과와 한계, 제도 개선 방향을 두고 열띤 토론을 펼쳤다.

The session was moderated by Hyun Jin-kwon, President of the Gangwon Research Institute. Panelists included three private members of the Prime Minister’s Office, Choi Seung-soon (Chair of the Provincial Council's Administrative Committee), and Gwak Il-kyu (Head of Gangwon’s Special Autonomy Task Force), who engaged in in-depth discussions on achievements, limitations, and institutional improvements.

주제 발표를 맡은 강원연구원 임재영 연구위원은 “4대 핵심규제 해소는 지역발전의 물꼬를 튼 성과”라고 평가하면서도 “지속 가능한 특례 운영을 위해서는 권한 이양의 안정성과 법적 보완이 병행되어야 한다”고 밝혔다.

In his keynote presentation, Research Fellow Lim Jae-young evaluated the easing of four major regulatory hurdles as “a significant step toward regional development,” but stressed the importance of “ensuring legal stability and supplementary measures to sustain progress.”

김진태 강원도지사는 “단순히 명칭이 바뀐 것이 아니라 도민의 삶이 실질적으로 변화해야 한다”며, “오색케이블카 사업이 재개되었고, 앞으로 산림 규제 해소를 통해 추가 케이블카 사업도 적극 추진하겠다”고 강조했다.

Governor Kim Jin-tae emphasized, “The change is not just symbolic; our residents must feel tangible improvements in their lives.” He highlighted the resumption of the Osaek Cable Car project and expressed commitment to launching further eco-tourism projects through regulatory reform.

이어 “이번 주 예정된 이탈리아 출장에서는 친환경 케이블카 사례를 직접 확인해 강원도형 지속가능 관광모델에 반영할 계획”이라고 밝혔다.

He also announced plans to visit Italy this week to study eco-friendly cable car systems and apply them to a Gangwon-style sustainable tourism model.
