신경호 강원특별자치도교육감 예비후보는 “학생 수 감소만을 기준으로 한 예산 삭감은 교육 소외지역을 더욱 위기로 몰아넣는다”고 강하게 비판했다.

특히 “강원과 같은 지역일수록 오히려 더 많은 지원이 필요하다”며 교육재정 정책의 전면 재검토를 촉구했다.

Preliminary candidate for Superintendent of Education in Gangwon Special Self-Governing Province, Shin Kyung-ho, strongly opposed the government’s plan to gradually reduce national funding for free high school education and called for a comprehensive review of education finance policies.

신 후보는 “교육 재정 효율화라는 명목 아래 강원도와 같은 교육 소외 지역의 미래가 희생되어서는 안 된다”며 “보다 신중하고 사려 깊은 정책 결정이 필요하다”고 강조했다.

Shin stressed, “Under the pretext of improving efficiency in education finance, the future of educationally marginalized regions like Gangwon must not be sacrificed,” adding that “more prudent and thoughtful policymaking is required.”

신 후보는 정부가 학령인구 감소를 이유로 교육재정을 축소하려는 움직임에 대해 “지표상으로는 합리적으로 보일 수 있지만, 현장의 현실을 외면한 행정 편의주의적 접근”이라고 비판했다.

Shin criticized the government’s move to reduce education budgets based on declining student populations, stating that “while it may appear reasonable on paper, it is an administratively convenient approach that ignores on-the-ground realities.”

이어 “강원도는 교육 인프라가 상대적으로 부족해 공교육 의존도가 높다”며 “재정 축소는 결국 학생과 학부모에게 직접적인 피해로 이어지고 교육 양극화를 심화시킬 것”이라고 우려했다.

He added, “Gangwon has relatively limited educational infrastructure and relies heavily on public education,” warning that “budget cuts will directly impact students and parents, further deepening educational polarization.”

“지역 균형 발전, 교육 투자 없이는 불가능”

“Regional Balanced Development Impossible Without Investment in Education”

신 후보는 진정한 지역 균형 발전을 위해서는 교육에 대한 지속적이고 충분한 투자가 필수적이라고 강조했다.

Shin emphasized that continuous and sufficient investment in education is essential for achieving genuine regional balanced development.

그는 “교육은 단순한 소비가 아니라 국가의 미래를 좌우하는 핵심 투자”라며 “재정 지원 없이 교육의 질 향상을 기대하는 것은 현실적으로 불가능하다”고 지적했다.

He noted, “Education is not merely consumption but a critical investment that determines the nation’s future,” adding that “it is unrealistic to expect improvements in educational quality without adequate financial support.”

또한 “강원도와 같은 지역에는 오히려 더 많은 지원이 필요하며, 이를 통해 교육 격차를 해소하는 포용적 재정 정책이 절실하다”고 밝혔다.

He further stated, “Regions like Gangwon require even greater support, and an inclusive fiscal policy is urgently needed to bridge educational disparities.”

교육 재정 개선 위한 정책 제안 제시

신 후보는 교육 재정 개선을 위해 구체적인 정책 방향도 제시했다.

Shin also presented specific policy directions to improve education finance.

그는 ▲학생 수 중심이 아닌 지역별 교육 인프라 지수를 반영한 예산 배분 기준 마련 ▲고교무상교육 국비 지원의 안정적 지속을 위한 법적 근거 강화 ▲지역 소멸 위기 지역 대상 특별 교육 교부금 확대 등을 제안했다.

He proposed ▲establishing budget allocation criteria based on regional education infrastructure rather than student numbers ▲strengthening legal grounds to ensure stable national funding for free high school education ▲expanding special education grants for regions facing population decline.

“강원 교육 재정 지켜내겠다”

“Will Safeguard the Future of Gangwon’s Education Finance”

신 후보는 “지역에 따라 교육 기회가 달라져서는 안 된다”며 “강원의 아이들이 동등한 교육 환경에서 성장할 수 있도록 교육 재정 기반을 반드시 지켜내겠다”고 밝혔다.

Shin concluded, “Educational opportunities must not differ based on region,” pledging, “I will do everything in my power to safeguard the financial foundation of education so that children in Gangwon can grow up in an equal learning environment.”

이어 “도민과 함께 강원 교육의 미래를 지켜나가겠다”고 강조했다.

He added, “I will work together with the residents to protect the future of education in Gangwon.”
