강원특별자치도, 「국정과제·2026년 국비확보 통합 전략회의」 첫 개최

 국비 확보 전략에 몰입한 도청 직원들 회의 장면

강원특별자치도(도지사#김진태)는 6월 16일(월) 오후 3시, 도청 신관 대회의실에서 「국정과제·2026년 국비확보 통합 전략회의」(이하 ‘통합 전략회의’)를 처음으로 개최했다.

On Monday, June 16 at 3 p.m., Gangwon Special Self-Governing Province (Governor Kim Jin-tae) held its first “Integrated Strategy Meeting on National Agenda and 2026 Budget Securing” at the provincial government office’s main conference room.

이번 회의에서는 새 정부의 국정과제 반영, 2차 추경 대응, 2026년도 국비 확보 전략 등 다양한 의제가 집중적으로 논의됐다.

The meeting focused on a range of topics including the reflection of the new administration’s national agenda, response to the second supplementary budget, and strategies for securing national funds for 2026.

이번처럼 국정과제와 국비확보를 통합적으로 논의한 것은 처음으로, 강원도는 정책과 예산이라는 양축에서 연속성과 성과를 창출하기 위한 총력 대응 체계를 갖춘다는 방침이다.

This marks the first time that national policy agendas and budget securing efforts have been discussed in an integrated manner. Gangwon Province aims to establish a comprehensive response system to ensure both policy continuity and budgetary results.

김진태 도지사는 “새 정부 국정과제 반영은 앞으로 5년 도정의 방향을 결정짓는 중요한 농사”라며, “오늘 공식 출범한 국정기획위원회와 연계하여 향후 60일간 도의 핵심 사업들이 최대한 반영될 수 있도록 모든 행정력을 집중해달라”고 당부했다.

Governor Kim Jin-tae emphasized, “Incorporating our initiatives into the new administration’s national agenda is like planting the seeds that will determine the direction of provincial governance for the next five years,” and urged full administrative commitment over the next 60 days to ensure the province’s core projects are reflected in the national agenda.

강원도는 미래산업, 지역 인프라(SOC), 민생회복, 따뜻한 복지 등 4대 중점 분야를 중심으로 국정과제 후보를 집중 발굴했다.

The province has focused on identifying potential national agenda items in four key areas: future industries, social overhead capital (SOC), livelihood recovery, and inclusive welfare.

공약집에 포함된 과제뿐 아니라 공식 공약 외에도 지역유세 및 토론회에서 언급된 내용을 분석하여 조기폐광지역 경제진흥사업, 접경지역 평화경제특구 조성 등도 과제에 포함됐다.

In addition to projects listed in the official campaign pledges, the province also analyzed stump speeches and debate remarks to include initiatives such as economic revitalization projects for early-closed mining areas and the creation of peace economic zones in border regions.

도는 강원특별법 개정을 위해 타 특별자치시도와 공동 대응을 모색 중이며, 푸드테크 등 미래산업 과제는 전국 단위 이슈로 확산시키기 위한 새로운 정책 논리 개발에도 착수했다.

The province is pursuing joint efforts with other special self-governing cities and provinces to revise the Gangwon Special Act and has also begun developing new policy frameworks to elevate future industries such as food tech into national-level agendas.

또한 도로·철도 등 SOC 사업도 단순한 지역 개발을 넘어 국가균형발전 전략의 핵심 축으로 접근하며 정부 설득 논리를 강화할 계획이다.

 SOC projects such as road and rail construction will also be framed not merely as local developments, but as crucial components of the national balanced development strategy, with stronger arguments aimed at persuading the central government.

이날 회의에서 논의된 과제들은 재구조화 및 논리 정교화를 거쳐 국정기획위원회에 정식 건의될 예정이다.

The discussed agenda items will be restructured and refined before being officially submitted to the National Planning Committee.

한편, 도는 정부의 2차 추경과 2026년도 본예산을 대비한 국비확보 전략도 함께 점검했다.

Meanwhile, the province also reviewed its strategies for securing funds in the second supplementary budget and the 2026 main budget.

이번에 발굴된 핵심사업은 총 21개로 약 2,100억 원 규모에 이르며, 주요 사업은 다음과 같다.

A total of 21 key projects worth approximately KRW 210 billion were identified. Major projects include:

강원도는 국회와 기재부 설득을 위해 지역구 국회의원들과 긴밀히 공조하며, 정부 예산 심의가 촉박한 만큼 신속하고 집중적인 대응을 예고했다.

Gangwon Province plans to work closely with local lawmakers to persuade the Ministry of Economy and Finance and the National Assembly, pledging swift and focused action in light of the tight budget deliberation schedule.
