Gangwon Special Self-Governing Province Leads Global Land Administration… Training Program for East Timor Government Officials

Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced that on Thursday, March 13, government officials from the Democratic Republic of Timor-Leste visited the provincial office for a training session on land administration and geospatial information technology.

Located on the eastern part of Timor Island, with a land area of approximately 15,000 km², Timor-Leste is slightly smaller than Gangwon Province. After centuries of colonial rule and political turmoil, the country officially gained independence on May 20, 2002.

However, since independence, Timor-Leste has faced challenges due to the absence of a clear land ownership system, leading to issues such as ownership disputes, legal conflicts, and inefficient land management. To address these problems, the Timor-Leste government is actively pursuing policies to introduce a digital-based cadastral system and enhance its spatial information framework.

During the training, Gangwon Province introduced its AI-based spatial information system and demonstrated how it is applied in administrative tasks. Discussions were also held on the implementation and adoption of the system in Timor-Leste.

This system, launched last month, is the first of its kind among South Korea’s provincial governments.

It integrates 270 national spatial data sets, including real estate information from 18 cities and counties, as well as free geospatial data provided by the National Geographic Information Institute (NGII). The system allows users to view comprehensive spatial data through an integrated mapping platform.

Governor Kim Jin-tae emphasized South Korea’s special relationship with Timor-Leste, noting that Korea had deployed the "Sangnoksu Unit" to Timor-Leste and produced a film about its football team. He expressed hope that Gangwon’s AI-based spatial information system would significantly contribute to Timor-Leste’s land administration and digital transformation.
