Gangwon Special Self-Governing Province (Governor Kim Jin-tae, hereinafter referred to as "the Province") announced that it has blocked access to the Chinese generative artificial intelligence (AI) service 'Deepseek' due to concerns over excessive user data collection, which may lead to leaks of sensitive information when using AI in administrative tasks.

The decision was made as a precautionary measure to protect information, as the use of generative AI services—including image, video, audio, and text generation—poses risks such as the leakage of confidential and personal information, as well as potential violations of intellectual property rights and copyrights.

Furthermore, in response to growing concerns over excessive data collection by generative AI services, the Province has urgently distributed security guidelines on AI usage to all departments and local governments. 

This measure aims to strengthen information protection strategies to prevent the leakage of sensitive information and unconfirmed policy documents

강원특별자치도(도지사 김진태,이하 ‘도’)는 최근 인공지능(AI) 업무 활용 시 과도한 사용자 정보 수집으로 인한 민감정보 

유출 등의 우려가 제기됨에 따라 중국의 생성형 인공지능(AI) ‘딥시크(Deepseek)’의 접속을 차단했다고 밝혔다.

생성형 인공지능 서비스(이미지, 비디오, 오디오, 텍스트 등)를 활용하는 과정에서 비공개 정보 및 개인정보가 유출되거나,

지적 재산권 및 저작권 침해 가능성이 있어 정보보호 차원에서 접속 차단 조치를 시행한 것이다.

또한, 최근 생성형 인공지능 서비스가 이용자 데이터를 과도하게 수집한다는 논란이 제기됨에 따라, 도는 생성형 AI 활용에대한 보안 가이드라인을 전 부서 및 시군에 긴급히 배포하였다. 이를 통해 민감한 정보와 미확정 정책자료 등의 유출을 방지하기 위한 정보보호 대책을 강화할 방침이다.
