On December 10 (Tuesday), Kim Jin-tae, Governor of Gangwon Special Self-Governing Province, hosted a dinner meeting with Maria Castillo Fernandez, EU Ambassador to Korea, and ambassadors from 21 EU member states to discuss cooperation in various fields, including future industries and tourism.

This visit was part of the annual HOMs Retreat workshop organized by the EU Delegation to Korea.

Participants included representatives from the EU Delegation and ambassadors from France, Italy, the Netherlands, Belgium, Luxembourg, Ireland, Greece, Portugal, Spain, Austria, Finland, Sweden, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia, and Croatia.

From December 10 to December 11, the delegation visited sites such as the Arte Museum in Gangneung, the Gangwon Wind Power Complex in Pyeongchang, and the Cheongpyeongsa Temple and Soyang River Dam in Chuncheon.

These visits allowed them to experience Gangwon’s renewable energy industry as well as its tourism and cultural offerings.

During the dinner meeting, Governor Kim introduced the significance of Gangwon's designation as a Special Self-Governing Province, along with its vision as a global hub for future industries. He outlined strategic plans for fostering advanced industries such as semiconductors, biotechnology, future mobility, and hydrogen energy.

Additionally, he promoted Gangwon’s tourism appeal, referencing the November proclamation of 2025–2026 as the “Visit Gangwon Years” and showcasing the various tourism programs under preparation to position Gangwon as a global tourist destination.

EU Ambassador Castillo Fernandez remarked, “As diplomats, it is important to learn about various regions of Korea, and this visit to Gangwon carries great significance.” She expressed hope that the EU delegation’s visit would serve as an excellent opportunity to strengthen exchanges and cooperation between Gangwon and European cities and member states.

Governor Kim extended his gratitude, saying, “This is the first time such a large number of ambassadors have visited Gangwon. I am deeply grateful to Ambassador Castillo Fernandez and the EU ambassadors for visiting our province.” He added, “Visits like today’s, where friends from around the world come together, give us great strength. I hope you will continue to hold Korea and Gangwon Special Self-Governing Province in high regard.”

The event underscored the importance of regional diplomacy amid a backdrop of reduced diplomatic visits and events.

It provided Gangwon with an opportunity to introduce its provincial initiatives and explore sustainable collaborations with the EU delegation, reaffirming the role of local diplomacy in fostering international cooperation.

이번 방문은 주한 유럽연합 대표부에서 추진하는 연례 워크숍(HOMs Retreat)의 일환으로 참가국은 유럽연합 대표부를 비롯한 프랑스, 이탈리아, 네덜란드,벨기에, 룩셈부르크, 아일랜드, 그리스, 포르투갈, 스페인, 오스트리아, 핀란드, 스웨덴, 체코, 에스토니아, 헝가리, 라트비아, 리투아니아,폴란드, 슬로바키아, 슬로베니아, 크로아티아 등 21개 회원국으로,

12월 10일부터 12월 11일까지 이틀간 강릉 아르떼뮤지엄, 평창 강원 풍력발전단지, 춘천 청평사와 소양강 댐 등 신재생에너지 산업현장과 강원특별자치도의 관광과 문화를 경험한다.

만찬 간담회 자리에서 강원특별자치도 출범의 의미를 알리며 미래산업과 관광 분야 협력 방안을 논의하는 자리를 가졌다.

먼저, 강원특별자치도의 미래산업 글로벌 도시 비전과 반도체, 바이오, 미래모빌리티, 수소에너지 등 첨단 전략산업 육성 계획을 소개하고,

지난 11월 2025~2026 ‘강원 방문의 해’ 선포식과 연계하여, 글로벌 관광도시로 도약하기 위해 준비 중인 다양한 관광 프로그램 등 강원의 관광 매력을 홍보했다.

카스티요 페르난데즈 주한 EU 대사는 “외교관으로서 한국의 여러 지방에 대해 아는 시간을 갖는 것이 중요하기 때문에 이번 강원도 방문이 매우 중요한 의미를 갖는다”며,“이번 주한 유럽연합 대사단의 방문은 강원도가 유럽연합의 여러 회원국 및 유럽 도시들과 교류 협력을 확대할 수 있는 좋은 계기가 될 것으로 기대한다”고 밝혔다.

김진태 강원특별자치도지사는 “이렇게 많은 대사님들이 강원도를 방문해 주신 것은 처음”이라며, EU 회원국 대사들과 함께 도를 방문해준 카스티요 페르난데즈 주한 EU 대사에게 감사의 인사를 전했고,

“오늘처럼 세계 각지에서 멋진 친구들이 찾아와 주실 때 큰 힘을 얻는 만큼 앞으로도 한국과 강원특별자치도를 많이 사랑해 주길 바란다”고 말했다.

이번 행사는 최근 외교적 방문과 행사들이 축소되는 가운데, 강원특별자치도가 유럽연합 대사단과의 협력을 통해 도정을 소개하고, 향후 지속적인 협업 기회를 모색함으로써 다시금 지방 외교의 중요성을 확인할 수 있는 기회가 되었다.
