On November 25, President Yoon Suk Yeol held a summit with Malaysian Prime Minister Anwar Ibrahim, who is on an official visit to Korea. The two leaders exchanged in-depth views on enhancing bilateral cooperation and addressing regional and international issues.

The leaders assessed the remarkable growth of bilateral relations over the past six decades since the establishment of diplomatic ties in 1960. They adopted a joint statement declaring the establishment of a Korea-Malaysia Strategic Partnership, marking a new phase in their relations ahead of the 65th anniversary of diplomatic ties next year.

President Yoon expressed hopes to expand exchanges and cooperation in the defense and arms industries, building on the 2022 Korea-Malaysia Defense Cooperation Memorandum of Understanding (MOU). He requested Prime Minister Anwar’s support for continued participation of Korean companies in Malaysia’s defense sector, following the export of FA-50 light combat aircraft last year.

Prime Minister Anwar reaffirmed Malaysia’s role as a reliable security partner of Korea and expressed hopes for strengthened collaboration in defense and joint training initiatives.

The leaders welcomed the resumption of bilateral Free Trade Agreement (FTA) negotiations earlier this year and agreed to accelerate the conclusion of a comprehensive FTA covering digital and biotechnology sectors. They also pledged to enhance cooperation in infrastructure and critical mineral supply chains.

The leaders acknowledged the urgency of achieving carbon neutrality and transitioning to a green economy for sustainable development. President Yoon proposed strengthening greenhouse gas reduction efforts based on the recently signed MOUs on Carbon Capture and Storage (CCS) and Article 6 of the Paris Agreement. Prime Minister Anwar highlighted the potential for mutual benefit in clean hydrogen cooperation.

Additionally, the two leaders committed to bolstering education collaboration and people-to-people exchanges through an MOU on higher education cooperation. Prime Minister Anwar, referencing Malaysia’s ongoing "Look East Policy," expressed interest in Korean AI and digital education programs. He also noted the significant influence of Korean culture (K-Culture) in Malaysia and emphasized the importance of boosting tourism exchanges.

Both leaders voiced concerns over illicit military cooperation between Russia and North Korea, which threatens security on the Korean Peninsula, the Indo-Pacific, and beyond. Prime Minister Anwar condemned North Korea's nuclear and missile provocations, reiterating support for South Korea's "Bold Initiative" and the "August 15 Reunification Doctrine."

Finally, the leaders pledged to collaborate closely to ensure substantive outcomes at next year's APEC Summit in Korea and the ASEAN Summit in Malaysia, as the two nations assume respective chairmanships.

윤석열 대통령은 25일 한국을 공식 방문 중인 안와르 이브라힘 말레이시아 총리와 정상회담을 갖고, 양국 간 협력 증진 방안과 지역 및 국제 정세에 대해 심도 있게 의견을 교환했다.

양 정상은 1960년 외교관계 수립 이래 지난 60여 년간 괄목할 만한 성장을 거듭해 온 양국 관계를 평가하고, 양국 간 협력을 심화, 확대하기 위한 비전을 담은 ‘한-말레이시아 전략적 동반자 관계 수립에 관한 공동성명’을 채택했다.

또한, 양 정상은 이번 성명에 따라 내년 수교 65주년을 앞두고 양국 간 전략적 동반자 관계를 수립했음을 공식 선언했다.

윤 대통령은 2022년 체결된 ‘한-말레이시아 국방협력 MOU’를 기반으로 양국 간 국방·방산 분야에서 교류와 협력을 확대해 나가기를 희망한다며 지난해 한국형 경공격기(FA-50) 수출에 이어 앞으로도 우리 기업의 말레이시아 방산 사업 참여가 지속될 수 있도록 안와르 총리의 관심과 지원을 요청했다.

이에 대해 안와르 총리는 말레이시아가 한국의 믿음직스러운 안보 파트너임을 강조하고, 앞으로 한국과 방산 및 공동훈련 분야에서 긴밀히 협력해 나가기를 기대한다고 했다.

윤 대통령과 안와르 총리는 올해 양국 간 자유무역협정(FTA) 협상이 재개된 것을 환영하고, 디지털, 바이오 등 신산업 분야까지 아우르는 포괄적인 FTA의 조속한 타결을 추진하기로 했다.

아울러, 양국 간 인프라 분야와 핵심광물 공급망 협력도 확대해 나가기로 했다.

양 정상은 지속가능한 발전을 도모하기 위해서는 탄소중립 달성과 녹색경제로의 전환이 긴요하다는 데 공감했다.

윤 대통령은 이번에 체결되는 ‘이산화탄소 포집·저장(CCS) 협력 MOU’와 ‘파리협정 제6조 협력 MOU’를 토대로 양국 간 온실가스 감축 협력에 박차를 가하자고 했다.

안와르 총리는 한국과 말레이시아가 특히 청정 수소 분야에서 최적의 파트너인 만큼, 이 분야에서 호혜적인 협력을 발전시켜 나가길 희망한다고 했다.

또한 양 정상은 이번 정상회담 계기로 체결되는 ‘고등교육 협력 MOU’를 통해 양국 간 교육협력 및 인적교류를 더욱 활성화시켜 나가기로 했다.

특히, 안와르 총리는 한국의 성장과 성공을 배우자는 ‘동방정책’을 지속해 나가는 차원에서 AI와 디지털 분야가 접목된 교육·훈련 프로그램을 한국이 제공해 주길 바란다고 했다.

또한, 말레이시아인들 사이에 한국 문화(K-Culture)의 영향력이 상당한 만큼, 관광 교류도 증대되길 희망한다고 했다.
